What does it mean to have a child lying by the sea?

Recently, because of European refugee policy, refugees were forced to sneak into Greece to make a living. Unfortunately, they were shipwrecked. Aylan Kurdi, a 3-year-old Syrian boy, was found drowning at the seaside. Many people saw it and felt sorry for it, denouncing the refugee policy. So there are pictures of this child in many places recently.
