/kloc-children under 0/4 don't have to go to the embassy to apply for a non-immigrant visa in person. If at least one parent holds a valid non-immigrant visa in the United States, children of this age can apply for a visa through the face-to-face visa service; If/kloc-parents or one parent of a child under 0/4 also need to apply for a visa, parents (or one parent) can apply for a visa for the child together with the child's visa application materials when they come for an interview.
