In order to solve the shortage of professionals, the German Federal Cabinet passed the authorization bill in February 20 12, and officially issued the "EU Blue Card" to professionals from non-EU countries. EU Blue Card holders can live in the EU and enjoy social welfare benefits. German Economy Minister Philipp Rosler said that this is a qualitative leap in immigration policy, which makes Germany competitive in recruiting talents.
What exactly is a blue card? Three years ago, the 27 member States of the European Union reached an agreement on the blue card plan for immigration. The color of the blue card comes from the blue of the EU flag, aiming at facilitating the high-tech talents from non-EU countries to move to Europe. On the one hand, EU countries are worried about the lack of high-tech talents in the labor market, and on the other hand, they are watching Asian and African elites flow to North America and Australia, so they put forward a blue card plan similar to the American green card. Blue card is actually a legal residence permit that allows citizens from developing countries to work in EU member countries, and it is aimed at non-EU countries.
Citizens of non-EU member countries can apply for a blue card when they meet the following conditions: 1. A person who graduated from a German university or an officially recognized or equivalent foreign university. 2. In Germany, people with an annual income of 46,400 euros before tax, or people with an annual income of 36 192 euros before tax in positions where talents are scarce (naturalists, mathematicians, engineers, medical professionals, IT professionals) can apply for blue cards.
If the blue card application is successful, the validity period of the blue card is up to 4 years. If the labor relationship is less than 4 years, the blue card is valid for 3 months on the basis of the time agreed in the labor contract.
Blue card holders can apply for long-term residence after 33 months, and those with language proficiency certification of B 1 or above can apply for long-term residence after 2 1 month. Blue card holders can stay in countries outside the EU for up to 12 months, during which they will not lose their residency in Germany and Europe. Moreover, families of blue card holders can start working in Germany without any restrictions or waiting time.
