Legal analysis: All users of electricity, including industrial and commercial enterprises and urban and rural residents, include government funds and surcharges. The electricity price per kilowatt-hour includes five kinds of "surcharges", such as national major water conservancy project construction fund, reservoir resettlement support fund, rural power grid repayment fund, urban public utilities surcharge (cancelled from April 17) and renewable energy electricity price surcharge. The charging standard is: 2 cents for rural power grid loan repayment, 0.9 cents for renewable energy electricity price, 0.5 cents for urban public utilities surcharge (cancelled from April 20 17, 1), and 0.65 cents for supporting funds for large and medium-sized reservoirs in the late resettlement period.

Legal basis: Article 66 of the Electricity Law of People's Republic of China (PRC) violates the provisions of Articles 33, 43 and 44 of this law, fails to collect electricity from users according to the electricity price approved by the state and the records of electricity metering devices, sets the electricity price beyond its authority, or adds other fees to the electricity fee, the competent price department shall give a warning, order it to return the illegally collected fees, and may concurrently impose a fine of less than five times the illegally collected fees; If the circumstances are serious, the relevant person in charge and the person directly responsible shall be given administrative sanctions.
