1. Article 3 is amended as: "Family planning is the basic national policy of the country.

"The competent health department of the people's government at or above the county level shall be responsible for the family planning work and the population work related to family planning within their respective administrative areas.

"The departments of development and reform, finance, human resources and social security, public security, medical security, civil affairs and education of the people's governments at or above the county level shall, according to their respective functions and duties, do a good job in relevant population and family planning work." Article 10 is amended as: "Departments of health, education, science and technology, culture and tourism, civil affairs, radio and television shall organize publicity and education on population and family planning.

"The mass media have the obligation to publicize the population and family planning.

"Schools should carry out physical health education, adolescent education or sexual health education among students in a planned way according to the characteristics of the educated." 5. Article 12 is renumbered as Article 11, and the first paragraph is amended as: "People's governments at all levels implement the target management responsibility system of population and family planning with the main leaders taking overall responsibility." 6. Article 15 is renumbered as Article 14 and amended as: "People's governments at all levels shall include population and family planning funds in their fiscal budgets.

"People's governments at all levels should give priority to supporting population and family planning work in underdeveloped areas.

"Encourage social organizations, enterprises, institutions and individuals to contribute to the work of population and family planning ..." One article is added as Article 15: "Development and reform, health, public security, human resources and social security, civil affairs, education, statistics, medical security and other departments. We should provide each other with relevant population data and share information resources. "Couples of childbearing age who practice family planning enjoy free family planning technical services for basic projects stipulated by the state. The required funds should be included in the fiscal budget or guaranteed by social insurance in accordance with relevant regulations. " Seventeen. Article 35 is renumbered as Article 29 and amended as: "During the period when the state encourages a couple to have one child, people's governments at all levels shall continue to give support and preferential treatment to families practicing family planning in rural and pastoral areas; For the one-child families and two-daughter families in rural pastoral areas, we should continue to give preferential treatment and care in all aspects of production and life, such as land and grassland contracting, homestead division, employment training, water and toilet improvement, biogas application, new technology promotion, resettlement, renovation of dangerous houses, and social relief. Article 36 is renumbered as Article 30 and amended as: "Couples who are legally registered for marriage will have their marriage leave increased by 15 days; In accordance with the provisions of this Ordinance, couples who have children shall enjoy maternity leave stipulated by the state, and the first and second children shall be given maternity leave for 60 days, the third child for 90 days, and the man's nursing leave for 25 days; Couples who have children in accordance with the provisions of these regulations shall be given 10 days of parental leave every year before their children reach the age of three.
