The second phase project of diverting water from the Yangtze River to Huaihe River is an important part of the water transfer project system, which has been included in the national major water conservancy project to be started in 2020-2022. In order to ensure the smooth progress of the second phase project of diverting water from the Yangtze River to Huaihe River, according to the relevant provisions of the Regulations on Land Requisition Compensation and Resettlement for Large and Medium-sized Water Conservancy and Hydropower Projects (the State Council Decree No.679th), we hereby notify you as follows:

1. From the date of issuance of this notice to February 3, 2025, the second phase of the South-to-North Water Diversion Project will stop capital construction and control the population migration scope, covering 1 1 48 townships in/city (see the annex for details).

The specific scope shall be announced separately by the project legal person according to the project feasibility study report and attached drawings.

Second, in the above-mentioned areas, without the approval of the provincial people's government, no unit or individual may build, rebuild or expand projects, develop land to build houses and other facilities, or plant perennial cash crops and trees.
