According to the above responsibilities, there are 1 1 departmental functional institutions and 1 affiliated institutions in the office of the provincial flood control, wind prevention and drought relief headquarters: (1) offices (offices of party committees, trade unions and veteran cadres). Organizing the drafting of local laws, regulations and policies on water administration; Draft and review relevant documents and reports, and undertake the proposals of NPC and CPPCC; To undertake water administrative reconsideration, water administrative punishment hearing, case acceptance and administrative litigation; To publicize and implement the relevant national water laws, regulations and rules, and be responsible for legal education; Guide the province's water administrative supervision and water administrative law enforcement, and coordinate the handling of water disputes; Guide the construction of water administrative supervision and law enforcement team in the province. (3) Supervise the Audit Bureau. Responsible for the discipline inspection and clean government construction of organs and directly affiliated units, and supervise, inspect and audit water conservancy funds according to regulations; To guide and supervise the management of state-owned fixed assets of organs and directly affiliated units. (4) Planning Department. Draw up the water conservancy development plan and plan of the whole province; Prepare and review the proposal and feasibility report of water conservancy construction projects; To study and put forward economic adjustment opinions such as water price, formulate economic adjustment measures for water industry, and guide the water conservancy economic work in the whole province; Prepare departmental budgets and be responsible for the comprehensive statistics of special water funds and water affairs; Guide and coordinate the water conservancy science and technology work in this province. (5) Safety Supervision Office. To undertake the work of safe production in the water industry; To be responsible for the guidance and supervision of the engineering quality and operation safety of the water industry in the whole province; Organize and implement the supervision and inspection of water conservancy projects such as reservoirs and hydropower dams, and organize and participate in the investigation and handling of major water production safety accidents; Organize the investigation and handling of illegal acts in the safe production of water projects; Coordinate water disputes across cities and counties; Guide water administrative supervision and water administrative law enforcement. (6) Water Conservancy and Soil Conservation Department. To undertake the unified planning, management, development, utilization and protection of water resources in the whole province; Organize water resources and flood control demonstration of important construction projects; Organize the implementation of the water permit system and the water resource fee collection system; Monitoring the quantity and quality of rivers and lakes; Organize the formulation of water function zoning of important rivers and lakes, and put forward opinions on limiting pollution capacity and total discharge; Responsible for the review of sewage outlets for new construction, reconstruction and expansion of rivers, lakes and reservoirs, and assist in the protection of drinking water sources; Publish the bulletin of water resources in the whole province; Guide the province's hydrological work and the construction of water resources information system; To undertake the work of soil and water conservation in the whole province and guide the monitoring and comprehensive management of soil and water loss; To examine and approve the water and soil conservation plans for development and construction projects, and supervise their implementation. (7) Reservoir Immigration Department. Responsible for implementing the national policies and regulations on water conservancy project resettlement, drafting the draft local resettlement regulations and management measures and supervising their implementation; Responsible for the organization, implementation and management of reservoir resettlement planning in the province, review the implementation plan and annual plan of resettlement, and inspect and supervise its implementation; Responsible for the registration and audit of reservoir resettlement population, and the arrangement and management of support funds in the later stage of resettlement; Responsible for the organization and coordination of counterpart support and economic cooperation in the reservoir area, and comprehensively coordinate and solve major problems in immigration work; To supervise and inspect the quality of resettlement projects jointly with relevant departments; Responsible for the propaganda, information management, training, statistics and letters and visits of the immigration work; To guide, inspect and supervise the resettlement of reservoirs in cities and counties. (8) Construction management office. Responsible for the preliminary design approval, construction management and completion acceptance of reservoirs and dike projects; Guide the implementation of water conservancy construction market access system; Formulate and supervise the implementation of rules and regulations for the protection of rivers, reservoirs and other waters and coastlines, banks and seawalls, and supervise the implementation of technical standards for water conservancy industry; To guide the operation and management of reservoirs, river (sea) dikes and hydropower dams; Supervise and guide the construction of urban flood control projects, comprehensive river management and development and utilization. (9) Rural water conservancy department. Responsible for drafting and organizing the implementation of the province's farmland water conservancy infrastructure, farmland water conservancy supporting work; Responsible for the promotion of planned water use, agricultural water saving and water-saving technology in irrigation areas throughout the province; Participate in the price verification of agricultural irrigation water; Organize and guide the construction of socialized service system for township water supply and rural water conservancy in the province. (10) Urban Water Department. Responsible for the comprehensive management of urban water affairs; Guide the work of water supply and drainage, sewage treatment, reclaimed water reuse, planned water use and water conservation in cities and towns in the province; Organizing the formulation of development plans for urban water supply and drainage, sewage treatment, reclaimed water reuse and water conservation; Review the proposal, feasibility study and preliminary design report of urban water supply and drainage and sewage treatment projects; Guide the construction and operation management of urban water supply and drainage, sewage treatment and reclaimed water reuse facilities; Review the qualifications of urban water supply enterprises; Participate in the price verification of urban water supply and drainage and sewage treatment. (eleven) the administrative examination and approval office. Responsible for formulating and improving the relevant provisions, approval procedures and working systems of water administrative examination and approval and administrative licensing projects; Responsible for the acceptance, examination, approval and certification of administrative examination and approval items of provincial water departments; Responsible for accepting the consultation on policies, regulations and documents related to administrative licensing and approval; Responsible for the contact between the provincial government affairs center and the office; Complete other tasks assigned by the provincial government affairs center and office.
