Farmers' income: from "cash-strapped" to "bulging"

Since the country implemented the strategy of developing the western region, Jingbian County has seized the opportunity of the central government to increase the adjustment of rural industrial structure in the western region, consolidated and improved various policies to support agriculture, benefit farmers and strengthen agriculture, and strived to promote the transformation from a large agricultural county to a strong agricultural county.

Industry is the pillar of Jingbian's economic development, but in the past, the county's industrialization progress was slow, and many projects stayed on paper for a long time. Since the western development, the county has developed rapidly in accordance with the idea of "strengthening oil, supplementing gas and attacking coal".

In 2008, the county's crude oil output reached 3.5 million tons, including 730,000 tons of local crude oil; Yulin Refinery processes 654.38+920,000 tons of crude oil. Build the largest natural gas purification plant in Asia with an annual purification capacity of 5 billion cubic meters. With the implementation of the "West-East Gas Transmission Project", Jingbian undertook the task of supplying gas to Beijing, Xi, Yinchuan, Shanghai and other cities, and became the hub of the "West-East Gas Transmission Project". In April 2008, a historic breakthrough was made in the construction of Jingbian Industrial Park. The Jingbian Energy and Chemical Comprehensive Utilization Industrial Park invested and constructed by Yanchang Group held the groundbreaking ceremony for the opening of the park and the commencement of the 65,438+500,000-ton methanol project. With a planned control area of 40 square kilometers, the park will build a ten million-ton methanol production base in three phases, form a circular economy demonstration park with energy, organic chemical products and synthetic materials as the core industrial chain, and build a "domestic first-class and internationally renowned" energy and chemical base with an investment of over 100 billion yuan and an output value of over 100 billion yuan. The first phase of the park has a planned construction area of 7 square kilometers. Five integrated plant projects with an investment of 23.5 billion yuan, including 65.438+800,000 tons/year methanol, 65.438+500,000 tons/year residual oil, 600,000 tons/year polyethylene and 600,000 tons/year polypropylene, have been started and will be completed and put into operation in 2065.438+02. Infrastructure: from "weak and backward" to "increasingly perfect"

Since 10, the state has increased its investment in infrastructure construction in western counties, and the investment in fixed assets in Jingbian County has shown a rapid growth trend. By the end of 2008, the county had completed a total investment of 29.828 billion yuan in fixed assets, and infrastructure investment such as roads, railways, West-East gas pipelines and crude oil pipelines accounted for a large proportion, accounting for about 60% of the investment in fixed assets, of which the national investment reached 654.38+07 billion yuan.
