Guide the supervision and management of water conservancy construction market in the basin.

(seven) to guide and coordinate the prevention and control of soil erosion in river basins. Organize the prevention, supervision and management of soil erosion in key prevention and control areas. Responsible for the implementation of soil and water conservation construction projects invested by the central government according to regulations, and guide and supervise the implementation of national key soil and water conservation construction projects in the basin. Entrusted by the Ministry, organize the preparation of watershed soil and water conservation planning and supervise its implementation, and undertake the supervision and inspection of the implementation of soil and water conservation schemes for large and medium-sized production and construction projects approved by the state. Organize the monitoring, forecasting and announcement of soil erosion in river basins.

(eight) responsible for water administrative supervision and water administrative law enforcement within the scope of their functions and powers, and investigate and deal with water violations; Responsible for the mediation of inter-provincial water disputes.
