From what aspects are the project application reports submitted by enterprises approved?

According to the above relevant provisions, the project approval authority should focus on the following aspects when approving investment projects:

(1) Project target positioning and planning background. It is necessary to demonstrate the project from the perspective of overall strategy, emphasize the guiding role of long-term planning, major special planning and regional and industry development planning for national economic and social development, and analyze the connection and coordination between project construction and urban system planning, urban overall planning, land use planning and environmental protection planning.

(2) Land use planning. The land occupied by the project shall conform to the national overall land use planning, strictly implement land management laws and regulations, and use the land legally, scientifically, reasonably and effectively.

(3) Resource utilization scheme and efficiency. From the perspective of developing circular economy and establishing a conservation-oriented society, the resource development and utilization scheme and energy-saving and water-saving measures of the project are analyzed and demonstrated.

(4) Land requisition, demolition and resettlement scheme. In order to protect public interests, the rationality and feasibility of land acquisition and resettlement programs should be analyzed for projects involving land acquisition and resettlement.

(5) Eco-environmental impact. In accordance with the requirements of sustainable development, carefully analyze and demonstrate the adverse effects of engineering construction on the ecological environment, and take practical measures to protect the ecological environment. At the same time, special attention should be paid to the protection of historical and cultural heritage, natural heritage, scenic spots and natural landscapes.

(6) Regional economic impact analysis. For projects with important regional economic impact, we should analyze the impact effect of the project, put forward countermeasures to coordinate the project with regional economic and social development, and analyze and demonstrate the impact of relevant economic policies.

(7) Social impact analysis. In the process of project approval, we should judge the social feasibility of the project from the possible social impact of the project, the mutual adaptability and social acceptability between the project and the local social environment, and put forward some countermeasures and suggestions to coordinate the social relationship between the project and the local area, avoid social risks and promote the smooth implementation of the project.

(8) Economic effect analysis of resource allocation. When examining and approving enterprise investment projects, the government will attach importance to the analysis of economic externalities, analyze the economic costs and benefits borne by relevant social members from the perspective of the whole society, evaluate the efficiency of resource allocation of project investment, and pursue the maximization of public interests of investment projects.
