Why Sanmenxia belongs to Henan but doesn't speak Henan dialect?

However, Sanmenxia is not the only region that does not speak Henan dialect. In Xinyang in the south of Henan Province, especially in the south of Xinyang, people's accents are quite different from those of Henan dialect, and they are closer to the southern accent.
