Just show your passport when you leave the airport (you don't need your pass, it may already be in the border database file). When you arrive in Singapore, if the immigration officer at the airport asks to see your permit, he will give him a case report stating that you must go to ICA first, and then to MOM. The immigration officer has his own inspection method. If there are no other questions, he will let you pass as usual.
