China citizens, foreigners and stateless persons born out of wedlock in China, who have not obtained the nationality of other countries, or their guardians with the nationality of China, can apply for registration of permanent residence on the basis of the medical certificate of birth, parents' explanation of the birth out of wedlock and the household registration book of one of our citizens. If a medical certificate of birth is not obtained, a paternity test certificate issued by a qualified appraisal institution is required.
