The unilateral scholarship program of the Cuban government is the largest educational exchange and cooperation program between the Chinese and Cuban governments. The project selects two categories: fresh high school graduates and on-the-job employees who take part in this year's college entrance examination. After studying Spanish in Cuba for one academic year and passing the exam, new high school graduates will enter Cuba's undergraduate major according to their professional wishes and opinions when applying for this program in China. The majors that can be declared are Spanish, tourism, pedagogy (psychology), pedagogy (humanities), nursing, and medicine (medicine is limited to high school science students). The undergraduate program of Spanish major is 4 years, the medical major is 6 years, and other majors are 4 years. The University of Havana, Cuba organizes and teaches language learning for high school graduates and employees in the first academic year. After the one-year language study, you must take the exam, and those who pass will get the advanced certificate of Spanish as a foreign language from Havana University. The University of Havana, Cuba and related universities will organize undergraduate professional teaching after completing language learning and passing the examination in the first academic year. Those who pass the professional study will get the undergraduate diploma issued by the relevant universities in Cuba. The certificate shall be recognized by the state after it has been certified by the Service Center for Studying Abroad of the Ministry of Education.

According to the primary list recommended by each province and the materials of the applicants, after being examined by the National Scholarship Fund Committee, the admission list will be submitted to the Department of International Cooperation and Exchange of the Ministry of Education for examination and approval, and an admission notice will be issued in early August, and the admission results will be published on the National Scholarship Website. If the admitted personnel interrupt their study and return to China for some reason, the sending unit will not undertake the obligation to enter domestic universities to continue their study. After completing their studies in Cuba and returning to China, those who are admitted can freely choose their jobs, and the selected units are not responsible for arranging employment.
