In order to attract and retain all kinds of talents to settle in Harbin, the municipal government issued "Several Policies for Encouraging Employment and Entrepreneurship in Harbin".

Doctor: Doctors who have been newly introduced and settled in the professional and technical fields of enterprises and institutions in the 9 urban areas of Harbin are given a monthly living allowance of 3,000 yuan, a one-time settling-in allowance of 65,438+10,000 yuan and a one-time housing allowance of 65,438+10,000 yuan. Reward measures shall be in accordance with the principle of "excellent among the excellent" and shall not be enjoyed repeatedly.

Master: The Policy clearly stipulates that full-time master graduates newly introduced and settled in enterprises in nine urban areas of Harbin will be given a living allowance of 2,000 yuan per person per month and a one-time settlement allowance of 30,000 yuan per person;

Undergraduate students: For full-time undergraduate graduates of ordinary colleges and universities who are newly employed and settled in enterprises in the 9 urban areas of Harbin within 5 years after graduation, each person will be given a monthly living allowance of 1.500 yuan;

Graduates from ordinary junior colleges, technical secondary schools and full-time technical colleges: 700 yuan living allowance will be paid to graduates from full-time ordinary junior colleges, technical secondary schools and full-time technical colleges who are newly employed and settled in enterprises in nine urban areas of Harbin within five years after graduation.

Notice of the Human Resources and Social Security Bureau of Harbin Municipality on printing and distributing the detailed rules for the implementation of the application for resettlement allowance, housing allowance and living allowance by entrepreneurs who have settled in Harbin.

Article 1 9 Full-time doctoral graduates newly introduced from urban enterprises and municipal institutions (excluding public services, administrative institutions and municipal universities) and settled in professional and technical fields must have a doctoral diploma and a doctoral degree certificate within five years after graduation, and engage in or take part-time professional and technical work in the employing unit. Each person receives a monthly living allowance of 3,000 yuan for three consecutive years. The one-time resettlement fee for each person is 654.38+10,000 yuan, and the housing subsidy for buying a house in Kazakhstan is 654.38+10,000 yuan.

Article 2 Full-time master graduates newly introduced and settled in urban enterprises within five years after graduation, who have a master's diploma and a master's degree certificate, will be paid a monthly living allowance of 2,000 yuan per person for three consecutive years. The one-time resettlement fee for each person is 30,000 yuan.

Article 3 Full-time undergraduate graduates of ordinary colleges and universities who are newly employed and settled in cities and towns within five years after graduation must hold graduation certificates and bachelor's degree certificates, and each person shall be paid a monthly living allowance of 1.500 yuan for three consecutive years.

Article 4 Full-time graduates from ordinary junior colleges, technical secondary schools and full-time technical colleges who have settled in new jobs in cities and towns within five years after graduation will receive 700 yuan living allowance every month for three consecutive years.

Article 5 For the newly introduced and settled senior professional title personnel (under 45 years old) in 9 urban enterprises and institutions (excluding public services, administrative institutions and municipal universities), a one-time settlement fee of 654.38+10,000 yuan shall be paid; A one-time settling-in fee of 50,000 yuan will be given to the deputy senior titles (under 40 years old) newly introduced and settled in 9 urban enterprises.

Sixth policies and measures in accordance with the principle of "high, excellent", shall not be repeated enjoyment.
