How to solve the problem of rich immigrants?

Some people say that immigration should be restricted on the grounds that they have taken away China's wealth and evaded social responsibility. On the other hand, he said that it cannot be restricted, because people have the right to emigrate freely, have the conditions to pursue and have a good living environment.

In my opinion, there must be no restrictions, especially in today's globalization, otherwise it will be retrogression!

Anyone who gets rich through hard work can do anything with his wealth. No one, including the national government, has the right to make irresponsible remarks about him. This is his right and the government should protect it. In this regard, the government should make a clear voice. Otherwise, letting people talk about it may aggravate the insecurity of the rich. For these rich people, we should encourage them to invest abroad (transfer their so-called wealth), which may alleviate China's high foreign exchange reserves to some extent, or reduce inflationary pressure. However, if the wealth of the rich is obtained through collusion between officials and businessmen, bribery, smuggling and other illegal acts, it must be restricted. We should not only limit, but also intensify the crackdown. As long as you apply for immigrants to transfer their wealth, you must investigate the source of their wealth, confiscate their illegal income, and investigate their legal responsibilities.

For the ruling authorities, we should reflect on why people's hearts are outward (to emigrate). On the one hand, China is in a period of social transformation, some systems and policies are imperfect, social contradictions are more prominent, and people's insecurity is prominent, especially the rich with certain capital. On the other hand, China's long-term special protection of foreigners and assets has caused people's inferiority complex, thinking that "the moon in foreign countries is rounder than that in China". After the reform and opening up, the state has introduced many preferential policies for foreign investment. Objectively speaking, these policies have promoted the economic development of China, but we must see that these policies have also caused unequal competition between domestic enterprises and foreign enterprises. In addition, China's investment promotion boom is proud of attracting foreign investment, and foreign bosses are warmly received by local government officials to get the evaluation of the chief officials. Under the big environment that China can only survive by relationships, some domestic private enterprise bosses are particularly jealous. Enterprises aim at making profits. Under the same conditions, domestic enterprises pay more taxes, which means less profits. Therefore, as long as they meet the requirements, domestic private enterprises want to enjoy the treatment of foreign capital as foreign capital, and naturally think of immigration.

In a few years, enterprises may develop in China as foreign capital.

Therefore, to stabilize the migration of the rich, we must first protect private wealth. Property rights and private property are not only effectively protected by law, but also respected and recognized by society. The rich cannot be regarded as "raw meat". The responsibility of the government cannot be passed on to the rich. The government can guide the rich to engage in charity, but it cannot apportion, let alone force and isolate public opinion. Second, efforts should be made to improve national treatment and enhance the pride of China citizens. On the one hand, national treatment here refers to improving people's social security and improving people's happiness index, especially in terms of education quality and education fairness; On the other hand, it is necessary to implement equal national treatment and not engage in privileges. For enterprise management (from this discussion, rich immigrants are mostly enterprise managers and owners), it is necessary to change the special status of foreign-funded enterprises (special super-national treatment: preferential policies) so that they can produce in the same institutional environment as China enterprises. In other words, at least China enterprises should be given the same national treatment as foreign-funded enterprises.
