During the Spring and Autumn Period, wuyue competed for hegemony. When Fu Cha retired from the Central Plains and returned to the south, he sealed his people between the Yangtze River and Huaihe River. This is the first migration recorded in the history of ancient Yancheng.

With the continuous increase of coastal population, and the indigenous ancestors of Yanfu started to use the seaside to make salt while fishing, hunting and collecting shellfish for a living, sea salt production began to take shape.
