Notice of the Ministry of Finance and the Leading Group for Poverty Alleviation and Development of the State Council on Printing and Distributing the Measures for the Administration of the Use of Special Subsidies for Agricultural Construction in the Three West Areas Chapter I General Provisions Article 1 In order to further strengthen the management of the special subsidy funds for agricultural construction in the "Three Wests" (hereinafter referred to as the "Special Funds for Agricultural Construction in the Three Wests"), improve the efficiency in the use of funds, and accelerate the pace of poverty alleviation in the "Three Wests" areas, according to the Minutes of the Meeting on Studying the Use of Special Funds for Agricultural Construction in the Three Wests [1992] of the state and relevant countries. Third, the use of "special funds for the three western regions" is mainly to solve the problem of food and clothing in the above-mentioned poverty-stricken areas and increase income. The focus of capital investment is to improve agricultural production conditions, solve drinking water for people and livestock, and develop township enterprises. The use of funds should be in accordance with the principle of "proper concentration, ensuring key points, overall arrangement and stressing practical results", implement project management, select effective projects, invest in projects, adjust measures to local conditions, do not distribute according to people, and do not cut into pieces by county. Article 4 The "Three West Special Funds" shall follow the principle of combining paid and free use, and provide paid support for projects with remarkable economic benefits and strong repayment ability. The proportion of paid use can reach up to 25%. Chapter II Scope of Use of Funds Article 5 The "special funds for the three western regions" are divided into two parts: capital construction investment and subsidy fees.

Capital construction investment is mainly used for:

1. Water conservancy irrigation project, drinking water project for people and livestock, 10-35kV power transmission and transformation project, small hydropower and other projects that change the basic agricultural production conditions and people's basic living conditions;

2 construction of basic and key agricultural technology extension service facilities for agricultural production.

Part of the subsidy fee is mainly used for:

1. Construction of "three fields" (terraced fields, shatian, gully and dam land), afforestation, small-scale water conservancy projects and small watershed management projects to help people improve production conditions and ecological environment.

2. Simple drinking water facilities for people and animals, resettlement subsidies, intellectual development and other projects to support the masses to improve their basic living conditions.

3. Support township enterprises and agricultural science and technology extension projects to increase people's income. Article 6 "Special funds for the Three West Areas" shall not be used for non-productive projects such as office buildings, hotels, guest houses, restaurants, theaters and large-scale water conservancy projects, nor shall they be used for the payment of wages, bonuses, welfare and supplementary administrative office funds by administrative institutions. Chapter III Planning Article 7 Before the end of the year, the agricultural construction headquarters of Gansu and Ningxia Provinces shall, within the annual investment scope determined by the state, prepare the agricultural construction plan for the next year (hereinafter referred to as the annual plan), submit it to the provincial and district planning commissions and the financial department for examination and approval, and implement it after being approved by the leading group for poverty alleviation and development of the State Council, the State Planning Commission and the Ministry of Finance. Eighth kinds of capital construction projects, must strictly fulfill the basic construction procedures. Carry out the feasibility study of the project, prepare the plan (design) task book, and carry out the preliminary design and budget estimate after approval. According to the examination and approval authority stipulated by the state, it can only be included in the annual plan after examination and approval. Article 9 Once the annual plan is approved, all relevant units shall strictly implement it. Provincial and district finance and the Construction Bank shall supervise the disbursement according to the annual plan, and any unapproved construction project shall not allocate funds. In the implementation of the plan, the investment in construction projects that need to be adjusted shall be reported to the original project examination and approval department for examination and approval according to the procedures. The provincial and district planning committees shall incorporate the approved annual plan into the national economic plan. Provincial and district agricultural construction headquarters shall organize the implementation according to the approved annual plan. Chapter IV Fund Management Article 10 The relevant departments should clarify their responsibilities, cooperate with each other and strengthen the management of the use of "special funds for the three western regions". The agricultural construction department is responsible for compiling the annual plan, organizing the implementation of the approved annual plan for construction projects, and reporting the annual report on agricultural construction; The financial department is responsible for preparing the subsidy budget and supervising the allocation according to the approved annual plan; The Construction Bank is responsible for supervising and allocating funds for approved capital construction projects. Eleventh capital construction investment, by the provincial and district construction banks in accordance with the affiliation and capital construction procedures to supervise the distribution.

Part of the subsidy fee shall be allocated by the financial department to the prefectural and county finance bureaus or provincial agricultural construction headquarters according to the approved plan, and shall be allocated to the construction unit step by step by the prefectural and county finance bureaus or provincial agricultural construction headquarters. The year-end accounts shall be compiled by the prefectural and county finance bureaus or the provincial agricultural construction headquarters, and submitted to the provincial and district finance departments for examination and approval. The financial departments of provinces and districts shall prepare the final accounts in accordance with the provisions of the state budget management, and report to the Ministry of Finance for examination and approval. Twelfth "three west special funds" must ensure timely disbursement, earmarking, and shall not be withheld or misappropriated.

The fund balance of the current year can be carried forward to the next year for continued use.

In order to ensure the continuity of projects under construction, some funds can be pre-allocated in the fourth quarter of last year for investment next year. Thirteenth conditional capital construction projects, can implement the bidding system. The construction unit is responsible for bidding and signing a construction contract with the winning bidder. The Construction Bank shall supervise the allocation of funds according to the progress of the project.

Strengthen the management of projects under construction and improve the financial system. When the project is completed, the final accounts should be carefully prepared, and the agricultural construction department should organize the construction bank, finance and other relevant departments to conduct acceptance. Fourteenth financial departments at all levels should strengthen the supervision and management of the "three special funds in the west", actively participate in project approval, and organize relevant departments to inspect and audit the use of funds in conjunction with the agricultural construction department. Commend units and individuals that adhere to principles, are diligent and thrifty, and have good investment returns; Found in violation of financial discipline or contract requirements, resulting in a waste of funds, to stop funding or borrowing, and investigate the responsibility of the person in charge, severely punished and corrected in time.
