Answer: Special Permit No animal may be imported into Hong Kong (whether for import or re-export) unless a special permit issued by this Department has been obtained in advance. License Application Procedure Applicants must complete the specified form (Form No. AF240) to apply for the import of reptiles, pikas, rabbits and other pets. For importing turtles for food/pet use, applicants must complete the specified form (Form No. AF240-T). The form can be downloaded or requested by fax from the computer interchange hotline 2708 8885. Visa fees must be paid when submitting the application form. The fee is HK$344 for the first 200 animals and HK$78 for each subsequent 200 animals. Hong Kong applicants can pay by crossed check from a local bank or by electronic payment. For details on electronic payment, please contact our staff at 2150 7062. Overseas applications can be made by cashier's check, and the payee must be "The Government of the Hong Kong Special Administrative Region". Please do not mail cash. The form can be submitted in person or by post to the following address: Counter 10, 5/F, Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon, Hong Kong Office hours of the Visa and Certification Section, Import and Export Division, Agriculture, Fisheries and Conservation Department Monday to Friday: 8 a.m. 1:30 a.m. to 12:30 p.m. 1:30 p.m. to 5:15 p.m. Closed on Saturdays, Sundays and public holidays. Permit processing time starts on the day the form is submitted and the visa fee is paid. If the required information is complete, It takes five working days from start to finish to issue the certificate. Please apply in advance and allow time for mailing. How to send the permit: The Department will mail it to the designated address by surface mail or air mail (overseas). The application form must be enclosed in an addressed envelope (no stamps are required). To avoid mailing delays, applicants can choose to collect the documents from this department by themselves or by appointing a representative. The Department will not send permits by fax. The overseas application method is to facilitate and expedite the processing of urgent cases from overseas. Applicants can entrust relatives, friends or transportation agencies in Hong Kong to apply on their behalf. Permits are usually valid for 6 months, but animals can only be paid for once. The animals must be imported into Hong Kong before the license expires. License Terms The holder must comply with the terms listed on the special license. Commercial cargo conditions, non-commercial cargo conditions, and edible reptile cargo conditions. Health certificate for edible reptiles. Please note that the Department will issue two copies of the permit, an original and a second copy. Please keep the original (white) in order to collect the animal after arriving in Hong Kong. Airlines or shipping companies may require the owner to produce a copy of the yellow license before accepting payment of the animal. Do not arrange for the actual shipment of an animal unless a special permit has been granted by the Department. To import animals protected by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), in addition to this certificate, you must apply for a CITES import license from this department. In order for the Department to examine whether the imported animals are controlled species, the scientific name (genus name and species name) of the animal to be imported must be stated on the application form. Animals that have left Hong Kong are subject to the same entry and quarantine restrictions as mentioned above when they return to Hong Kong. If animals that have left Hong Kong are brought back to Hong Kong, a special permit issued by the Department must be obtained in advance.
