What are the requirements for setting up language training courses (mainly training Chinese) in the United States?

California is home to China people. Immigrants from China will send their children to Chinese schools to learn Chinese. But California is fiercely competitive and basically saturated. The market is occupied by Cantonese, Taiwan Province people and other Beijingers and Shanghainese.
