Article 3 State grants are used to finance students with financial difficulties among full-time undergraduates in ordinary colleges and universities (including higher vocational colleges and second bachelor's degrees).

The number of state grants for central universities shall be determined by the Ministry of Finance in consultation with relevant departments. The Ministry of Finance and the Ministry of Education entrust the National Student Financial Assistance Management Center to review the national scholarship allocation plan submitted by the central competent department and the provinces (autonomous regions and municipalities directly under the Central Government).

Article 8 Before July 3 1 every year, the Ministry of Finance and the Ministry of Education, in combination with the audit opinions of the National Student Financial Assistance Management Center, will issue the allocation quota and budget of national grants to the central competent department and provincial finance and education departments.

Article 9 Before September 1 every year, the central competent department and the financial and educational departments below the provincial level are responsible for allocating the national grant budget to their affiliated universities.
