If The Soviet Union signed it back then, and now there is no dispute over the Southern Kuril Islands between Japan and Russia.
Later the Soviet Union regretted not signing it, so it discussed the Soviet-Japanese peace agreement with Japan alone, hoping to end the Soviet-Japanese war state with the territorial planning of the San Francisco Peace Treaty with Japan.
