Purpose of ex-situ relocation: Organize the implementation of ex-situ poverty alleviation relocation projects, ensure that the housing safety of the relocated people is guaranteed, the basic living conditions such as drinking water safety, travel and electricity consumption are obviously improved, and they can enjoy convenient basic public services such as education and medical care. The ecological environment in the relocation area has been effectively managed to ensure the follow-up development of poor families with working ability, and the employment transfer channels and income levels have been continuously improved, realizing the relocation of one household, one file and one card.

Relocation target: Relocation is a poverty alleviation policy. For the poverty-stricken households with filing cards, the total size and annual relocation tasks of the ex situ poverty alleviation and relocation population are determined with the annual relocation progress approved by the provincial government as the main reference, taking the poor rural population living in areas with poor natural conditions, poor living environment and serious lack of development conditions as the object.

Relocation mode: according to the conditions of water and soil resources, economic development environment, urbanization process, etc., according to the principle of combining centralized resettlement with decentralized resettlement and focusing on centralized resettlement, the resettlement mode and resettlement area (point) are selected. If centralized resettlement is adopted, resettlement can be carried out in appropriate areas such as immigrant villages, small towns, industrial parks, tourist attractions and rural tourist areas, and supporting construction can be done well. Decentralized resettlement can be carried out by arranging flowers, going to work in cities, visiting relatives and friends, etc., or monetizing resettlement on the premise of ensuring housing and employment. Local governments at all levels should strengthen the research and demonstration of the construction scheme of resettlement areas (points) in light of local conditions, incorporate the arrangements for the follow-up industrial development and employment of the relocated population into the construction scheme, and do a good job in promoting implementation. Encourage local governments to choose resettlement areas (spots) with good foundation and conditions, and carry out pilot projects for low-carbon community construction.

Poverty alleviation measures for ex situ relocation: First, vigorously develop advantageous industries in resettlement areas (points). Incorporate the industrial development of resettlement areas (spots) into the local industrial poverty alleviation plan, coordinate the use of financial agriculture-related funds, and support the relocation of poor people to vigorously develop follow-up industries. Support the relocated households who "resettle by land", carry out moderate scale operation and develop characteristic industries through land transfer. Establish and improve the interest linkage mechanism between new agricultural business entities and relocated households, and ensure that every relocated household with a file card has a poverty-stricken industry or a stable source of income.

The second is to take multiple measures to promote the employment and income increase of the relocated households with the establishment of the card. Combined with the construction of agricultural parks, industrial parks, tourist attractions and small towns, we will guide the relocated people to engage in aquaculture processing, trade logistics, domestic service, property management and tourism services. In centralized resettlement areas (points), jobs such as sanitation, cleaning, water heating, and power maintenance will be developed to provide local employment opportunities for poor people who have set up files and establish cards, and solve problems such as endowment insurance and medical insurance. Encourage industrial and mining enterprises and leading agricultural enterprises to give priority to the employment of the relocated population. Support the resettlement areas (points) to develop the property economy, and quantify the property rights of for-profit properties such as shops, factories and parking lots to the relocated households who set up files.
