Main responsibilities of Dongguan Water Affairs Bureau

(a) the implementation of national and provincial policies and laws and regulations on water administration; To study and formulate laws and policies on water administration in our city, and organize their implementation.

(two) according to the overall planning of the city's national economic and social development, organize the preparation of the city's long-term water development plan and annual plan, and organize their implementation; Organize the preparation of the city's overall urban planning and water planning in major construction projects.

(three) responsible for the overall planning and protection of life, production and operation and ecological water use. Unified management of the city's water resources (including atmospheric water, surface water and groundwater); Formulate and supervise the implementation of long-term supply and demand plans for water resources and water allocation and dispatching plans, participate in the audit of relevant price adjustment plans for water supply industry and supervise the implementation; Organize the implementation of water intake permit, paid use system of water resources, water resources demonstration and flood control impact assessment system; Issue a water resources announcement; Responsible for planning water use, organizing, guiding and supervising water conservation, and making water conservation plans.

(four) responsible for the management of the water supply industry in this Municipality. Responsible for the city's water supply, water saving and secondary water supply management, coordinate the city's water supply plan, and ensure the city's water supply safety; Responsible for organizing and guiding the management of the city's water supply, water saving, secondary water supply project construction and facility maintenance; Responsible for the city's water supply quality standard testing; Organize the implementation of the franchise management system of water supply industry; Responsible for the emergency management of water supply in the city, supervise and inspect the water quality of public water supply and water supply units with self-built facilities, and supervise the service quality and safety production of the water supply industry in the city.

(five) responsible for the industry management of drainage, sewage treatment and reclaimed water utilization in this Municipality. Organize the implementation of the franchise management system for drainage, sewage treatment and reclaimed water utilization industries; Responsible for organizing and guiding the maintenance and management of infrastructure such as drainage, sewage treatment and reclaimed water utilization; Responsible for the management of drainage permit and the collection and management of sewage treatment fee; Supervise the service quality and safety production of drainage industry.

(six) responsible for the protection of water resources. Responsible for organizing the division of the city's water functional areas, and examining and approving the pollution capacity; Organize the preparation of the city's water resources protection plan, and supervise the implementation; Responsible for monitoring the water quantity and quality of rivers, lakes and reservoirs; To guide the development, utilization and protection of groundwater resources in the city.

(seven) responsible for the city's soil and water conservation work. Organize the preparation of the city's water and soil conservation planning, and supervise the implementation; Responsible for the examination and approval, implementation and supervision of the water and soil conservation plan of the construction project.

(eight) responsible for the city's water supervision and water administrative law enforcement and related administrative reconsideration and administrative litigation, and coordinating water disputes between departments and towns and streets. Responsible for the city's water industry safety production work; Responsible for the supervision and management of water engineering construction market, and organize the implementation of water engineering construction supervision.

(nine) responsible for the technical review of water engineering construction projects, and organize the implementation of national water technical quality standards and water engineering laws and regulations; Responsible for organizing and coordinating the related supporting work of water facilities in urban and rural construction.

(10) Responsible for the management of water conservancy facilities such as rivers, lakes, reservoirs and dikes (including rivers, artificial waterways and artificial lakes) in this Municipality, and organizing and guiding the management and protection of water conservancy facilities, waters and their coastlines; Organize and implement the construction and operation management of important water projects that are controlled or cross towns, streets and river basins.

(eleven) to guide the water conservancy work in towns and streets, and to organize and coordinate the basic construction and management of rural water conservancy.

(twelve) responsible for the preparation of the annual construction fund plan for water conservancy construction, and organize the implementation; Supervise the use of municipal water construction funds; Guide the diversified operation of the water industry, and study and put forward the economic adjustment policies and measures of the water industry.

(thirteen) responsible for the city's water science and technology, foreign cooperation and information work, and organize the quality supervision of the water industry.

(14) to organize, coordinate, supervise and guide the city's flood control and drought relief, wind prevention, low-temperature rain, snow and frost prevention, implement flood control and drought relief dispatching and emergency water quantity dispatching of important rivers, lakes and water projects, be responsible for the release of flood and drought disasters in the city, and guide and supervise the flood fighting and rescue work of important rivers and reservoirs; Prepare the city's emergency plans for flood control, drought resistance, wind protection and low-temperature rain, snow and ice freezing, organize their implementation, and guide and co-ordinate the emergency management of water emergencies.

(fifteen) responsible for the city's water conservancy and hydropower resettlement and reservoir resettlement support management.

(sixteen) to guide, coordinate and manage the work of the directly affiliated units.

(seventeen) to undertake other tasks assigned by the Municipal People's government and the Provincial Water Resources Department.
