How does civilization 6 incite rebellion?

The city loyalty of Civilization 6 is determined by the population of each civilization within 9 grids around the city. There are three things to be loyal to:

1, weaken the enemy's influence: quickly connect multiple cities. Make preparations before the war, and occupy two or three frontier cities as soon as possible after the war, forming influence radiation with each other and being loyal and worry-free.

2. Enhance your influence: guarantee to occupy the population near your city.

3. Give priority to conquer cities near one's own territory and within the sphere of influence, and avoid long-distance fighting.
