Regulations of Nanyang Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, guide and promote the cultivation of citizens' civilized behavior, improve citizens' civilized quality and degree, and promote the construction of spiritual civilization, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the promotion of civilized behavior and related work within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior guided by the socialist core values, abiding by the Constitution and laws and regulations, meeting the moral requirements of citizens in the new era, maintaining public order and good customs, leading social customs and promoting social civilization and progress. Article 3 The promotion of civilized behavior should adhere to the principles of Party leadership, combining rule of law with rule of virtue, combining advocacy with standardization, combining government leadership with social governance, and combining education with rewards and punishments. Fourth city and county (city, district) spiritual civilization construction steering committee is responsible for coordinating the promotion of civilized behavior within their respective administrative areas.

City, county (city, district) spiritual civilization construction steering committee office is responsible for the planning, publicity, guidance, coordination and supervision of the promotion of civilized behavior within their respective administrative areas. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan to promote the coordinated development of civilized behavior and economy and society.

The relevant departments and units of the people's governments of cities and counties (cities, districts) shall, in accordance with their respective responsibilities, cooperate with each other and do a good job in publicizing civilized behavior.

Township (town) people's governments and sub-district offices shall, in accordance with their respective duties and the provisions of these regulations, do a good job in promoting civilized behavior within their respective jurisdictions.

Village (neighborhood) committees shall strengthen the propaganda, education and guidance of civilized behavior and assist in the propaganda of civilized behavior. Article 6 State public officials and public figures should set an example and advocate civilized behavior.

Give full play to the exemplary and leading role of advanced model figures and groups such as model of the times, moral model, Lei Feng model of post learning and good people around him in advocating civilized behavior. Chapter II Code of Civilized Conduct Article 7 Citizens should inherit the traditional virtues of the Chinese nation, abide by social ethics, abide by professional ethics, practice family virtues, enhance their personal morality, strengthen their awareness of social responsibility, rules, honesty and dedication, carry forward the spirit of the South-to-North Water Diversion Project, show the elegant demeanor of civilized Nanyang, and be polite Nanyang people.

Citizens should understand the history and culture of Nanyang, be polite and friendly to foreign tourists, publicize and introduce the excellent culture and customs of Nanyang, and show the open and inclusive image of Nanyang. Article 8 Citizens should love the motherland, respect and care for the national flag, use the national emblem correctly, regulate the singing and use of the national anthem, and actively participate in patriotic education and practice activities.

Citizens should consciously accept national defense education, enhance their sense of national defense, enhance their sense of hardship, master national defense knowledge, improve their national defense skills, fulfill their national defense obligations, protect national defense facilities, and support the army. Article 9 Citizens shall maintain public order and consciously abide by the following provisions:

(1) Dress appropriately in public places, behave in a civilized manner, don't talk loudly, and control the volume of electronic devices such as mobile phones;

(two) when buying goods and waiting for services, queue up in an orderly manner, not crowded, not crowded, and keep a distance of one meter when necessary;

(3) Take the elevator in a civilized, polite and orderly manner;

(four) do not throw items from buildings, structures and vehicles;

(five) civilized outdoor cultural and recreational activities, rational use of venues, facilities and equipment, without affecting the work and life of others;

(6) Other provisions of laws and regulations. Article 10 Citizens should take good care of public health and consciously abide by the following provisions:

(a) to reduce the generation of domestic waste, in accordance with the provisions of the classification;

(2) Cover your mouth and nose when coughing or sneezing, and consciously wear protective equipment such as masks when suffering from infectious diseases such as influenza;

(3) No littering of peels (cores), cigarette butts, wrapping paper (bags, boxes), beverage cans (bottles, boxes), chewing gum residue, waste batteries, animal carcasses and other wastes;

(four) do not burn garbage, straw, fallen leaves, hay and other substances that produce smoke pollution;

(5) It is not allowed to spray, depict or paste on the facades of buildings and structures, public corridors, elevator cars, roads, guardrails, road signs, telephone poles, lamp posts, hedges and other facilities and trees;

(six) no flowers, fruits, trees and lawns in public areas such as parks, gardens, scenic spots and roads shall be picked, damaged or trampled;

(seven) do not smoke in places where smoking is prohibited, and reasonably avoid others when smoking in non-smoking places;

(eight) no spitting, urinating;

(9) Other provisions of laws and regulations. Eleventh citizens should lead a civilized life and consciously abide by the following provisions:

(a) save the use of water, electricity, oil, gas, heating and other resources;

(2) Save food, order food in moderation, take meals as needed, consume reasonably, observe dining etiquette, and use public chopsticks and spoons;

(3) Reduce the use of disposable articles such as plastic bags, disposable tableware and disposable bathing utensils;

(four) civilized and thrifty wedding and festive matters;

(five) advocate thick burial, ecological burial, civilized sacrifice, not throwing or burning commemorative items on roads or public places, and not using feudal superstitious articles;

(six) to take effective measures to avoid affecting the normal life of others when carrying out activities such as decoration, decoration, entertainment and physical exercise;

(seven) hunting, feeding and eating wild animals in violation of regulations;

(eight) do not raise poultry and livestock in public areas;

(nine) do not abuse or abandon pets, take pets out with chains or take other restraint measures, take the initiative to avoid others, and clean up pet feces in time;

(ten) not in the top of the building, sunny (flat) surface, outside the window, stairwell stacked, hanging, drying items that affect safety;

(eleven) do not organize or participate in gambling, feudal superstitions, cults and illegal religious activities;

(12) Do not swim naked in public places;

(thirteen) other provisions of laws and regulations.
