Why do immigrants need to fill in relatives' ID cards?

When you immigrate to a brand-new country, you should also fully understand all your social relations. In some western countries, there are projects sponsored by relatives, and relatives visit relatives. If you don't fill in the future now, you may not be allowed to have such social relations! At least the country you immigrated to won't recognize the social and family relatives you didn't fill in before!
