Pingtan County, a county under the jurisdiction of Fuzhou City, Fujian Province, is referred to as "Lan" and commonly known as Haitan. It is located in the eastern part of Fujian Province, facing Taiwan across the Taiwan Strait. Historical evolution:

On October 1, 1949, after the founding of the People's Republic of China, Pingtan still belonged to the Fourth Special Administration. In April 1950, the Fourth Commissioner's Office was renamed the Minhou Commissioner's Office. In June 1956, the Minhou Prefecture was abolished and Pingtan belonged to the Jinjiang Prefecture. On July 21 of the same year, with the approval of the State Council, Dabian Island (an area of ??4.8 square kilometers) was placed under the jurisdiction of Fuqing County. In August 1959, the Minhou Prefecture was restored, and Pingtan belonged to the Minhou Prefecture. In February 1970, the Minhou District Revolutionary Committee was restructured into the Putian District Revolutionary Committee.

In April 1971, the Minhou District was changed to Putian District. In May of the same year, the Putian District was changed to Putian District. Pingtan belonged to the Putian District Revolutionary Committee. Putian area governs Putian, Xianyou, Changle, Minhou, Yongtai, Minqing, Fuqing, Pingtan and Lianjiang counties. In April 1971, Pingtan County was transferred to Putian Prefecture. In July 1983, Pingtan was actually placed under the jurisdiction of Fuzhou. In 1995, it still belonged to Fuzhou.

At the end of July 2009, the Sixth Plenary Session of the Eighth Fujian Provincial Committee of the Communist Party of China decided to establish the Fuzhou (Pingtan) Comprehensive Experimental Zone. In September 2009, the Fuzhou (Pingtan) Comprehensive Experimental Zone Management Committee was formally established. Pingtan County and Fuzhou (Pingtan) Comprehensive Experimental Zone implement a mixed management model of "unity of administrative regions" (administrative region + experimental zone). In February 2012, Fuzhou (Pingtan) Comprehensive Experimental Zone was renamed Fujian Pingtan Comprehensive Experimental Zone and upgraded to a department-level institution.
