Regulations of Zhuhai Special Economic Zone on Promoting the Construction of Ecological Civilization

Chapter I General Provisions Article 1 In order to establish and improve system of ecological civilization, promote the construction of ecological civilization and promote the harmonious development between man and nature, these Regulations are formulated in accordance with the basic principles of relevant laws and administrative regulations and the reality of Zhuhai Special Economic Zone. Article 2 These Regulations shall apply to the ecological civilization construction activities carried out within the administrative area of this Municipality. Article 3 In accordance with the development orientation of building a new special zone of ecological civilization and a demonstration city of scientific development, we will improve the system and mechanism of land space development, resource conservation and environmental protection, implement strict systems of source protection, environmental governance, ecological restoration, damage compensation and accountability, and build a resource-saving and environment-friendly society with a balanced population. Article 4 The construction of ecological civilization should integrate the ideas, principles, objectives and methods of ecological civilization into all aspects and the whole process of economic construction, political construction, cultural construction and social construction, and follow the principles of overall planning, paying attention to actual results, participation by the whole people and advancing according to law. Article 5 The municipal and district people's governments shall lead the construction of ecological civilization in their respective regions. The management institutions of Hengqin New District and Economic Functional Zone shall perform the duties of the District People's Government.

The administrative departments shall do a good job in the construction of ecological civilization within the scope of their respective duties. Article 6 The municipal and district people's governments shall formulate plans for the construction of ecological civilization in their respective administrative areas, and promulgate them for implementation.

The people's governments at all levels and their relevant departments shall, in accordance with the requirements of the ecological civilization construction plan, formulate the annual implementation plan for the ecological civilization construction in their respective regions and departments, and determine the annual goals and responsibilities. Seventh people's governments at all levels shall report to the people's congresses at the same level and their standing committees on the implementation of the ecological civilization construction plan and accept supervision. Article 8 The Municipal People's Government shall set up an environmentally livable committee, composed of experts in related fields, public representatives and relevant departments, to consider major decisions and major construction projects in the construction of ecological civilization in this Municipality, listen to the opinions of experts and the public, and put forward deliberation and consultation opinions to the Municipal People's Government. Ninth ecological civilization construction is the responsibility of the whole society.

Establish a social participation mechanism to ensure the public's right to know, participate, express and supervise the construction of ecological civilization, encourage and guide the public to participate in the construction of ecological civilization, build a beautiful Zhuhai and enjoy a better life. Chapter II Management of Main Functional Zones Article 10 Delineate the red line of ecological protection and implement the system of main functional zones. The municipal development and reform department shall, according to the national and provincial main functional area planning, organize the preparation of the city's main functional area planning, divide the forbidden development zones, ecological development zones, agglomeration development zones, upgrading and perfecting zones and other functional areas, clarify the boundaries, positioning, development and control principles of each functional area, and implement them after being approved by the Municipal People's Government.

The main functional orientation of the sea areas under the jurisdiction of this Municipality shall be implemented in accordance with the "Guangdong Provincial Marine Functional Zoning". Eleventh prohibited development zones include nature reserves, forest parks, scenic spots, important water sources and important wetlands.

It is forbidden to implement compulsory protection in the development zone according to laws, regulations and relevant plans, to engage in development activities that do not meet the main functional orientation, to guide residents to move gradually and orderly, and to improve environmental quality. Twelfth ecological development zones include ecological agricultural development zones and characteristic industrial development zones. Industrial and urban development activities are strictly controlled in the eco-development zone.

Eco-agricultural development zones should strictly protect cultivated land and basic farmland and focus on developing eco-agriculture.

Characteristic industrial development zones should adjust measures to local conditions, focusing on the development of tourism related to modern agriculture and fisheries and characteristic industries that meet resource conditions. Thirteenth agglomeration development areas include urban high-end industrial agglomeration areas and urban business service agglomeration areas.

Urban high-end industrial clusters are divided into high-tech, high-end manufacturing and high-end service industries, so as to promote the centralized development of related industries and enterprises, build an industrial chain that meets the requirements of circular economy and improve the ability of independent innovation.

Urban business service industry cluster area focuses on developing producer services, headquarters economy, business finance and modern logistics, and improving the ability of industry and population agglomeration. Article 14 The upgrading and transformation area is an area with a high concentration of population and economy. Accelerate industrial transformation and upgrading, improve all kinds of infrastructure and public service facilities, and enhance urban functions and urban functions. Fifteenth people's governments at all levels and relevant departments should promote the development of various regions in strict accordance with the main functional orientation, and the preparation of major projects such as urban and rural planning and land use planning must conform to the main functional orientation of various regions. Sixteenth municipal and district people's governments shall, in accordance with the principle of classified management, formulate financial policies and investment policies that conform to the functional orientation of the main body of each region. Increase financial investment in prohibited development zones and ecological development zones, improve the supply capacity of ecological services and products, and support the protection and restoration of the ecological environment through ecological migration and strengthening the construction of infrastructure and public service facilities. Article 17 Establish a coordinated and effective monitoring and management mechanism of land space and an early warning mechanism of resources and environmental carrying capacity, which is participated by municipal development and reform, land, planning, science and technology, ocean, agriculture, environmental protection and other departments, and comprehensively monitor, analyze and evaluate the implementation of the planning of main functional areas.
