In order to do a good job in the enrollment of secondary vocational schools in our city, these measures are formulated in accordance with the spirit of the relevant documents of the Ministry of Education and the Municipal Education Commission. (1) Inter-provincial Enrollment Plan

1. Inter-provincial enrollment of schools in the city. According to the spirit of the relevant documents of the Ministry of Education, the inter-provincial enrollment work is carried out in accordance with the requirements of the local provincial education administrative department or the enrollment department.

Secondary vocational schools that enroll students across provinces with the approval of the Ministry of Education should promptly inform the provincial education administrative department or the enrollment department of the students about the enrollment specialty, educational system and charging standards, and report to Chongqing secondary vocational schools for the record. Inter-provincial enrollment schools should strengthen enrollment management, standardize enrollment behavior, and complete inter-provincial enrollment tasks under the overall planning of the provincial education administrative department of the place of origin, but the "five-year consistent system" and "three books"? Two-stage secondary vocational schools shall not enroll students across provinces. Inter-provincial enrollment schools shall register new students with the Municipal Education Commission after reviewing the enrollment roster stamped by the local education administrative department or the enrollment department. Where the Ministry of Education has not issued an inter-provincial enrollment plan, schools may not enroll students across provinces.

Students outside the city and students from other provinces and cities who have been transferred to secondary vocational schools in our city with the consent of our Committee shall comply with the relevant provisions of the Ministry of Education and the regulations on the management of "three-year household registration and three-year school status" in the college entrance examination in Chongqing (see the Notice on the examination of household registration and household registration qualifications for applicants in the national college entrance examination) (No.33 [2006] of Chongqing Zhaowei). Students from secondary vocational schools outside the city who are recruited or transferred from high schools across provinces are not allowed to participate in the national college entrance examination (including the entrance examination for students from three schools) in our city, and it is strictly forbidden for secondary vocational schools to participate in the "college entrance examination immigration" behavior.

2. Schools outside the city come to Chongqing to enroll students. Schools outside the city to recruit students in Chongqing, under the organization of secondary vocational schools in the city, in accordance with the enrollment plan and enrollment indicators issued by the Ministry of Education ("five-year consistent system", "three? Two-stage system "secondary vocational schools shall not enroll students across provinces", and the enrollment object, enrollment specialty, educational system and charging standard shall be reported to Chongqing secondary vocational schools for the record, and the admission procedures shall be handled. Where the Ministry of Education has not issued the enrollment plan for secondary vocational schools outside Chongqing, the education administrative departments of all districts and counties and the source schools shall not allow them to carry out enrollment publicity and organize enrollment.

Students in junior high school are not allowed to enroll in secondary vocational schools (except arts).

1. Students who apply for secondary normal schools should be unmarried and under the age of 25 (the calculation time ends on September 1 day), and should attend the interview organized by secondary normal schools.

2. Students applying for medical and health majors should meet the requirements of medical and health enrollment schools.

3. Students who apply for art and sports secondary vocational schools, if the school requires the purpose of additional test technology, should take the additional test and can be admitted only after meeting the requirements.

4. The enrollment methods for art secondary vocational schools to recruit junior high school students majoring in fine arts or students of grade four, five and six in primary schools are still implemented according to the enrollment methods for art and sports secondary vocational schools of Chongqing Municipal Education Commission (Chongqing Jiaozhicheng [2005]17). The roster of students to be admitted shall be made by the enrollment school as required, and the enrollment roster and admission notice shall be printed uniformly after being reported to the municipal secondary vocational school for approval in mid-July.

The education committees of all districts and counties (autonomous counties) should attach great importance to the collection of basic information, and the basic education department should take the lead and cooperate with the vocational education department to collect the information of junior high school graduates in this district and county, and then enjoy relevant data and information according to the characteristics and needs of enrollment in ordinary high schools and secondary vocational education.

(2) Measures for the management and arrangement of examination numbers

The basic education department is responsible for the source management and arrangement of all junior high school graduates in the city. The number of secondary vocational schools to recruit previous graduates or students with equivalent academic qualifications shall be arranged by the secondary vocational enrollment institutions.

The arrangement rules of examination numbers are: registration number * * 1 0,1as the year number (the last digit of the year number, such as 20 10, is set to "0" uniformly, and so on); The second and third digits are district and county codes; The fourth and fifth digits are the school code of the graduation middle school; Numbers 6 to 10 are serial numbers. The graduation school code is compiled according to the code base established by the basic education department, and the graduation school code of students in secondary vocational schools other than junior high school graduates is uniformly compiled as "99". Secondary vocational school enrollment registration and voluntary reporting work is divided into three times. For the first time, the method of not applying for two ordinary posts is implemented, that is, students who apply for ordinary high schools are not allowed to apply for secondary vocational schools, and students who apply for secondary vocational schools are not allowed to apply for ordinary high schools.

2. Registration target: previous junior high school graduates.

(3) Third registration and voluntary declaration

1. Registration place: Students who register for the first time and collect basic information for the second time can fill in their volunteers in secondary vocational schools that enroll students in their districts and counties, or fill in their volunteers online. Previous students who did not register for the first time and the second time, or students with equivalent academic qualifications, must collect information and fill in their volunteers through online reporting in the district and county secondary vocational recruitment offices.

2. Registration target: students who only collected the first and second registration information but did not fill in the volunteers of secondary vocational schools; Students who have not been admitted to ordinary high schools; Other former students and people with equivalent education.

3. Registration qualification examination: freshmen register with the admission ticket and ID card, and previous students register with ID card or household registration certificate and a copy of graduation certificate. District secondary vocational schools or secondary vocational schools should strictly examine the valid certificates of student registration. When previous students sign up for new students, the enrollment school will provide copies of relevant materials to prove their identity to the municipal secondary vocational recruitment office on the basis of verifying the original ID card.

4. Fill in the school: After the first admission, before the third registration, the municipal secondary vocational recruitment office will uniformly announce the list of schools that have not filled in the enrollment plan, and students will register and fill in their volunteers accordingly.

5. Treatment of students who have been admitted: In principle, students who have been admitted are not allowed to transfer. If it is really necessary to report to other secondary vocational schools after admission, secondary vocational schools that enroll students or accept students' enrollment can collect the volunteer information of these students in advance, but they must inform the students that they have been admitted to a school (the municipal secondary vocational recruitment office will publish the first admission online for the county secondary vocational recruitment office and secondary vocational schools to inquire), and the original admission school must withdraw from the file before its volunteers can take effect. The specific procedures and operating methods for withdrawing files shall be stipulated separately.

6. Data submission: Students who enroll for the third time in the district and county secondary vocational schools should submit their enrollment data on the website published by the district and county secondary vocational schools. School enrollment shall be registered online by secondary vocational schools in accordance with the unified requirements of the municipal secondary vocational recruitment office, and the specific operation methods shall be stipulated separately.

(3) Voluntary setting

This year's secondary vocational enrollment volunteers are divided into three batches.

1. Higher vocational (normal) colleges grant volunteers.

2. The first batch of secondary vocational schools: volunteers from key secondary vocational schools above the municipal level.

3. The second batch of secondary vocational schools: pilot and above secondary vocational schools (including secondary vocational schools enrolled outside Chongqing issued by the Ministry of Education) volunteered.

Students can fill in 1 to 2 school volunteers in each batch, and each school volunteer can fill in 1 professional volunteer. Admission is conducted in the order of batches and students' volunteers. The education administrative departments of all districts and counties should supervise and guide the source schools and enrollment departments, conscientiously do a good job in the voluntary reporting of students, and fully respect the students' right to know and choose. "Chongqing junior high school graduates basic information and volunteer information card" must be filled in and signed by the students themselves. Once the students' wishes are filled in, no one can change them. No unit or individual may specify to fill in volunteers or restrict students from choosing volunteers, and offenders will be severely punished according to relevant regulations. The administrative department of education at the county level shall formulate corresponding measures for the management of basic information and volunteer information cards according to the actual situation, record them in the microcomputer and seal them for future reference, and designate special personnel to manage them to ensure complete, authentic and orderly management. The academic examination of junior high school graduates in the city is organized by the middle school admissions office of the district and county education committees (education bureaus), and the enrollment of secondary vocational schools is not organized separately. Students who apply for higher vocational (normal) and secondary vocational schools must take the academic examination for junior high school graduates.

All districts and counties should take the initiative to strengthen communication and coordination with the district and county middle school admissions offices to ensure that the scores of other junior high school students other than ordinary high schools can be timely and accurately entered into the secondary vocational school enrollment score database. This year, secondary vocational school enrollment was conducted twice, and the foreign enrollment schools in Chongqing only participated in the second enrollment.

The second admission is carried out together with the registration of new students. The enrollment school applies to the admission site set up by the Municipal Secondary Vocational School Admissions Office. After examination, the Municipal Secondary Vocational School Admissions Office prints and issues the admission notice and the new student registration list (except those who have retired).

(3) Access principle

According to the school admission batch, enrollment plan, volunteer order and the principle of grading students' grades from high to low.

(4) Admission scores

The admission scores of higher vocational (normal) colleges shall be implemented after being determined by the leading group for enrollment of senior high schools; Other types of schools will not draw admission scores for the time being.

(5) Recognition and filing

For the first time, secondary vocational schools that meet the standards and above can file according to 120% of the enrollment plan, enroll according to the enrollment plan, and withdraw the files if they exceed the plan; Secondary vocational schools that have not completed the enrollment plan for the first time will be enrolled for the second time according to the actual vacancy plan until the enrollment is full; For the national and municipal key secondary vocational schools that need to be admitted beyond the plan, the school shall apply, and the competent department of the school shall conduct a preliminary examination and implement it after the approval of the Municipal Education Commission. The enrollment of higher vocational (normal) colleges is strictly implemented according to the enrollment plan issued by the Municipal Education Commission, and can be filed according to 130% of the enrollment plan. Without the consent of the Municipal Education Commission, no school may break through the enrollment plan and professional enrollment.

(6) Admission notice

Secondary vocational schools uniformly use the admission notice printed by the Municipal Secondary Vocational Admissions Office and stamped with the "Special Seal for Enrollment of Secondary Vocational Schools in Chongqing". It is strictly forbidden for all districts and counties (autonomous counties) education administrative departments and secondary vocational schools to print their own admission notices, and offenders will be dealt with severely in accordance with relevant regulations.
