Interim measures for the release of criminals through reform-through-labour and the placement of employment
(a) Voluntary employment, which is needed to transform production through labor;
(2) Homeless and unemployed persons;
(3) After serving his sentence, a prisoner who has been rehabilitated through labor in a sparsely populated area needs to be resettled locally in combination with immigrants. Article 3 Anyone who meets one of the conditions stipulated in Item (2) and Item (3) of Article 2 of these Measures shall be put forward by the labor reform organ three months before the expiration of his sentence, and reported to the competent people's public security organ for examination and approval, so that he can be accommodated and placed in employment after the expiration of his sentence. Article 4 A person who is accepted for employment shall go through the release formalities and announce his release on the day when his sentence expires, and resume or continue to be deprived of his political rights according to the original judgment. Article 5 Measures for the placement and employment of released prisoners:
(a) good labor reform, production skills, which are needed by social production enterprises, can encourage him to find employment on his own, and can also be introduced by labor reform organs and labor departments if conditions permit.
(two) to obtain employment in reform-through-labour teams, and to evaluate wages according to working conditions or skills.
(3) Set aside part of the land in or near the reform-through-labour farm, organize collective production and establish new villages. Article 6 The establishment of new villages shall be jointly planned by the provincial labor reform organs and the civil affairs departments at the same level. Article 7 Where a released prisoner is placed in a sparsely populated area for employment, the civil affairs department shall assist his family members to be placed locally when they can be self-sufficient. Article 8 Factories, mines, enterprises, engineering teams and small reform-through-labour units shall, after serving their sentences, deal with criminals by their own units in accordance with the methods specified in Items (1) and (2) of Article 5. If they still cannot be dealt with, the provincial, municipal or central reform-through-labour organs shall uniformly hand them over to other designated production reform-through-labour units or new villages for resettlement. Article 9 These Measures shall be implemented after being approved by the State Council, the Central People's Government.
