On February 6th, the industrial conference of our region was held ceremoniously. This conference is another industrial event after the regional industrial conference in April last year. On the basis of the breakthrough in industrial development in our region last year, the meeting put forward new and higher goals for our region's industry. Over the past year, the public security organs at all levels in our district, under the leadership of the district party committee and government and the public security organs at higher levels, have spared no effort to safeguard the social and political stability and the overall stability of public security in the whole region in accordance with the deployment and requirements of the industrial conference last April, and have actively devoted themselves to escorting the industrial economic development in the whole region. Public security organs at all levels and all police officers have continuously strengthened their sense of service, especially the "window" department has effectively leveled the "threshold" and thinking of industrial enterprises. Urgent industrial enterprises have done a lot of work to defend and serve the development of industrial enterprises, and achieved remarkable results, which have been fully affirmed by superior leaders, industrial enterprises and all walks of life. Achievements belong to the past, and the future work has a long way to go. The Party Committee of the Regional Bureau believes that the industrial foundation of our district is still very poor, and there is still a tortuous and arduous road to industrial development. Therefore, the public security organs and police at all levels in the whole region must unify their thoughts with the spirit of the industrial congress in the whole region, and put forward working opinions on the implementation of the spirit of this year's industrial congress by public security organs at all levels in the whole region in accordance with the principle of "always putting industry in the first place, making great efforts, making great efforts to implement it, and promoting its leap-forward development at a new starting point".

First, further change ideas, unify thoughts, and fully understand the important strategic position and role of developing industrial economy in the economic development and modernization of our region.

Last year, public security organs at all levels did a lot of work to educate and mobilize public security police to unify their thinking and fully understand the importance of developing industrial economy. But don't think that the work of organizing and launching is almost finished, and the ideological understanding of all police officers has been solved. At present, it is necessary to widely and deeply convey and implement the spirit of the regional industrial congress, carry out re-propaganda, re-launch and re-education activities in the ranks, and let all police fully realize that industrial development is the key to maintaining sustained and rapid economic growth in our region and realizing the Tenth Five-Year Plan; It is the pillar of our district finance; It is an important way to alleviate the employment contradiction; It is the basis for consolidating the agricultural foundation and prospering commerce and trade in our region; It is the core of realizing modernization in our region; It is the motive force for the development of modern civilization. So as to strengthen confidence in the bright future of industrial development, earnestly improve work style, firmly establish the concept of serving enterprises wholeheartedly, eradicate the "yamen" style, simplify procedures, improve service quality, and more consciously and actively participate in the work of escorting industrial economic development, making new contributions to the industrial economic development of our region and paving the way for the long-term development of our region.

Second, actively carry out the investigation and mediation of various contradictions and disputes in enterprises, prevent and properly handle mass incidents in enterprises, and earnestly safeguard the stability of enterprises.

At present and in the future, industrial enterprises in our region will break through the bottleneck, revitalize existing assets, and further intensify technological transformation and enterprise reform centered on property rights. In addition, some relocated enterprises will go bankrupt, the internal and external contradictions of enterprises will increase obviously, and various disputes and problems will be further highlighted. Therefore, we should earnestly safeguard the stability of enterprises, go deep into enterprises in accordance with the requirements of grasping early and grasping small, taking the initiative and the principle of "timely investigation, implementing responsibilities, division of responsibilities and putting work first", conduct a thorough investigation of various contradictions, problems and disputes of enterprises regularly and irregularly, report to party committees and governments in time, put forward countermeasures and suggestions, be good staff officers, actively cooperate with enterprises and relevant departments to mediate in time, and strive to solve problems within enterprises. For mass incidents, first, we should respond quickly; The second is to strengthen management and control, pay attention to preventing and cutting off the collusion of mass incidents, and the third is to adhere to the principle of "three prudence" and deal with it according to law. Serious damage incidents such as smashing, looting and burning must be resolutely stopped and dealt with decisively. We must always persist in education and strive for the broad masses of workers, isolate and crack down on a very small number of leaders, behind-the-scenes manipulators and backbone elements, and maintain a stable environment and good internal order necessary for the healthy development of enterprises.

Three, strengthen the guidance of enterprise safety work, strengthen the professional training of internal security cadres, and enhance the safety prevention ability of enterprises.

Public security organs' internal security, public security, economic investigation and other functional departments and grass-roots police stations should often go deep into enterprises, analyze the situation and problems of public security in enterprises together with party and government leaders, help enterprises rectify outstanding problems of public security, rectify weak links and hidden dangers of safety accidents, constantly supplement improvement measures, establish and improve rules and regulations, and strengthen business guidance. Attention should be paid to correcting the tendency of enterprises to focus only on production and operation and ignore safety precautions. Enterprises with imperfect internal security organizations should be established through rectification and training. Safety cadres should be relatively stable as far as possible, and should not change frequently, so as to improve their own quality and give full play to the role of safety work in enterprises. Adhere to the "combination of people and technology", while strengthening civil air defense work, guide enterprises to increase investment and strengthen technical defense work. Especially in the business activities of enterprises, it is necessary to help them improve their systems, remain vigilant, and prevent criminal activities such as fraud and infringement on the interests of enterprises, so that enterprises can avoid losses.

Four, in accordance with the requirements of "highlighting key points and cultivating pillars", strengthen the security work of key enterprises.

At this industrial conference, the district party committee and district government identified 12 key enterprises at the district level this year, and three to five key enterprises were also identified in the three immigrant development zones. For two-level key enterprises, public security organs at all levels should implement key protection, determine the counterpart contact of functional departments, and send personnel to work in enterprises. Enterprises with poor public security order in the surrounding environment and many other public security problems should organize special struggles in combination with crackdown on rectification, carry out rectification quickly, and change their appearance within a time limit. At the same time, efforts should be made to strengthen the governance of the surrounding environment of enterprises, improve the prominent contradiction between some enterprises and factories, and enable key enterprises to concentrate on production and operation.

Five, combined with the "crack down on evil" special struggle, severely crack down on illegal and criminal activities against enterprises, and protect the legitimate rights and interests of entrepreneurs according to law.

First, our region pays close attention to the development of industrial economy, so that many enterprises have created a number of brand-name products, and some lawless elements engage in counterfeit and shoddy activities for profit, which seriously affects and damages the reputation of these brand-name products. In this regard, we must intensify efforts to crack down on counterfeiting, safeguard the reputation and image of enterprise products, eliminate harm and recover losses. Second, we should pay close attention to the phenomenon that black and evil forces monopolize markets such as raw materials, building materials, product sales and labor services, and charge so-called "protection fees", "management fees" and "service fees". Once found, we must resolutely crack down and never let them form a climate and bully one side. Third, the development of industrial enterprises in our region is still in the initial stage of entrepreneurship, and there are still many difficulties in financial resources and many other aspects. Sometimes, there will be cases of arrears in project payment or operation payment, which may lead to some cases of retaliation against enterprises and business leaders. We should strictly guard against such cases and investigate them in time to prevent greater losses to enterprises and personal injuries to entrepreneurs. Fourth, we must resolutely crack down on fraudulent criminal activities of immigrant enterprises that support the development and construction of immigrants and only pay attention to immigrant funds. Fifth, in the process of enterprise restructuring or bankruptcy, illegal and criminal activities such as retaliating against enterprise leaders or destroying production equipment caused by laid-off workers should be dealt with seriously in time according to law to reduce negative effects.

Six, firmly establish the concept of "management is service", improve public security management, and effectively level all kinds of "thresholds" to give a green light to the development of enterprises.

Public security management at all levels should not only be managed according to law, but also pay attention to good social effects, adhere to the standard of "three benefits" and make full use of various public security management laws and regulations. Public security administration such as entry-exit management, household administration management, explosives management, fire inspection, road traffic management, vehicle management, etc. shall implement active service and door-to-door service, and all approvals may be exempted. We must highlight the word "fast", examine and approve quickly, do not allow artificial obstacles, and resolutely put an end to the phenomenon of "cold, hard, horizontal, pushing and dragging" and management.

Seven, once again reiterated vigilance and discipline, it is forbidden to reach out to enterprises, and resolutely stop the "three chaos" and other acts that harm the interests of enterprises.

Public security organs at all levels should conscientiously follow the requirements of General Secretary Jiang Theory of Three Represents, incorporate the radical eradication of the "three chaos" into the "three education" and "looking back" activities, educate all police officers, and regard caring for enterprises and promoting the development of productive forces as their code of conduct. Public security discipline inspection and supervision departments should focus on this work, carry out inspections and inspectors through unannounced visits, and promptly investigate and deal with people and things that harm the interests of enterprises.

Eight, improve and perfect the incentive mechanism for the development of industrial enterprises.

Public security organs at all levels should bring the revitalization of industrial economy into the post target responsibility system at all levels, with inspection, assessment, rewards and punishments. Make outstanding contributions to supporting the development of enterprises, and give timely recognition and merit recognition to those with outstanding achievements; Damage to the interests of enterprises, orders can not be done, there are prohibitions, not only to the interests and work of enterprises, but also to be held accountable and dealt with seriously.
