China citizens who meet one of the following conditions are eligible to apply for Hong Kong permanent identity cards issued overseas:

With regard to resident identity cards, the State has promulgated the Law on Resident Identity Cards, the first chapter of which contains the following general provisions:

Article 1 This Law is formulated for the purpose of proving the identity of citizens living in People's Republic of China (PRC), safeguarding their legitimate rights and interests, facilitating their social activities and maintaining social order.
