According to different resettlement methods and different subsidy standards, centralized resettlement, the per capita housing construction subsidy is 25,000 yuan, the per capita infrastructure and public service facilities subsidy is 20,000 yuan, and the per capita returning farmland to forests reward subsidy is 6,543,800 yuan; If decentralized resettlement is adopted, the per capita housing subsidy is 6.5438+0.5 million yuan, and the per capita incentive subsidy for vacating the old house base is 6.5438+0.5 million yuan.

Three, clear the relocation funds channels and burden ratio

According to the standard of per capita subsidy of 55,000 yuan for poor cardholders, our province, cities and counties will pay the burden according to the ratio of 4:6, including 22,000 yuan per capita subsidy in our province and 33,000 yuan per capita subsidy in cities and counties. The required funds are provided by provincial local government bonds, special construction funds of the National Development and Reform Commission, funds in the central budget, long-term low-interest loans from the China Development Bank and the Agricultural Development Bank, financial funds at all levels and special funds for poverty alleviation.

Fourth, clear financing subject.

As a provincial investment and financing institution of the provincial government, the Provincial Immigrants Relocation Group raises, uses and manages relocation funds by means of overall planning, unified loans and unified repayment. According to the principle of "who borrows and uses", the loan principal is paid by governments at all levels according to the loan scale. The central and provincial governments bear the interest on loans for poverty alleviation and relocation within the scale. At the same time, the opinions require financial, development and reform, land and poverty alleviation departments at all levels to strengthen fund management, strengthen project construction, establish and improve supervision and assessment mechanisms, and strengthen project supervision to ensure the smooth implementation of poverty alleviation and relocation.
