What can Civilization 5 do to win diplomatic victory and establish the United Nations?

The diplomatic victory of Civilization 5 can only be achieved after all countries and polis are determined. Half of the civilizations have entered the atomic age (or a civilization has entered the information age), and the world parliament has become the United Nations. In the election of "world leader", the player who has not less than the diplomatic votes designated by the World Parliamentary Group wins.

You need to make the city-state your ally (do the city-state task or give money), one city-state has one vote, and at the same time, you need to replace spies with diplomatic ambassadors and send them to other countries, and everyone has one vote. When your votes exceed or reach the designated diplomatic votes, the player wins. Personally, I think this is one of the easiest ways to win.
