Article 1: In order to implement customs supervision over small ships traveling to and from Hong Kong and Macao and the goods and articles they carry, this article is formulated in accordance with the Customs Law of the People's Republic of China and other relevant laws and regulations. (1) Small ships traveling to and from Hong Kong and Macao (hereinafter referred to as small ships) refer to those approved by the Ministry of Transport or its authorized departments, specifically traveling between the mainland and Hong Kong, Macao and Macao. Article 3 Small ships must be registered and filed with the customs by their affiliated operating enterprises in accordance with regulations, and obtain the "Registration and Filing Certificate for Small Ships Traveling to and from Hong Kong and Macao" and the "Customs Supervision Book for Entry and Exit (Port) of Small Ships Traveling to and from Hong Kong and Macao" issued by the customs ( (hereinafter referred to as the "Customs Supervision Book") can be engaged in the transportation of inbound and outbound goods.

Measures for the registration and filing management of small ships will be formulated separately. Article 4 Small ships shall enter, exit and berth through ports with customs or Category II ports as stipulated in Article 20 of these Regulations, load and unload goods, articles and people on and off, and go through relevant procedures in accordance with regulations. Article 5 When entering or leaving the country, small ships shall go through customs seal and manifest confirmation procedures at the designated customs supervision station in accordance with regulations.

Manifest confirmation procedures mainly include reviewing the contents of the manifest and verifying the cargo transportation status. The manifest is filled in by the person in charge of the small ship in accordance with the prescribed format and requirements.

The customs supervision station may seal the cabins or cargo carried by incoming small ships as necessary, or send personnel to supervise the small ships to the port of destination. The person in charge of the small ships shall provide convenience. Article 6 If a small ship is found to be suspected of any of the following circumstances, the customs supervision station may conduct inspection and investigation of the small ship and the goods carried: (1) The documents are incomplete, untrue or contain The name, quantity, and specifications of the goods are inconsistent with the manifest;

(2) The hull is used to hide goods and articles;

If the customs supervision station does not have the conditions for inspection, the small ship can be supervised to a nearby customs supervision place for inspection. Article 7 Small inbound and outbound vessels traveling between Hong Kong and the Pearl River waters must go to the Dachan Island Customs Supervision Station to complete customs seal and manifest confirmation procedures;

Small vessels traveling between Hong Kong, Macau and Modaomen waterways must Ships go to Wanchai Customs Supervision Station to go through customs seal and manifest confirmation procedures;

Small ships traveling between Hong Kong, Macau and Guangdong and Fujian ports east of the Pearl River Estuary and coastal ports to the north must go to the Dashanmen Island Customs Supervision Station to complete customs seal and manifest confirmation procedures.

Small ships traveling between Hong Kong and Shenzhen Chiwan, Shekou, Mawan and Yantian Ports must go through the entry and exit declaration procedures directly at the port customs. Article 8 When a small ship enters the country, it shall berth at a designated anchorage near the customs supervision station, and the person in charge of the small ship shall go through the manifest confirmation procedures with the customs supervision station; after the customs supervision station signs and approves the Customs Supervision Book, Before continuing to the domestic port of destination, the customs seal produced by the customs must be intact and intact and handed over to the customs at the port of destination.

When a small ship leaves the country, it should berth at a designated anchorage near the customs supervision station. The person in charge of the small ship will submit the customs seal produced by the customs at the port of departure to the customs supervision station for confirmation. Only after the Supervision Book is signed and approved can the ship continue sailing to the overseas destination port. Article 9: Import and export goods carried by small ships are goods under customs supervision. Except for the following abnormal circumstances, other law enforcement agencies are not allowed to intercept, inspect and detain small ships that have been sealed by the customs in the name of smuggling during their normal voyage:

(1) In Unauthorized lightering of goods and objects, and people embarking and disembarking during the voyage, or loading and unloading of goods and objects, and people embarking and disembarking in places without customs without approval;

(2) Not sailing according to the normal route or heading in a direction that is obviously different from the destination port Inconsistent;

(3) Suspected of stowaway;

(4) Violation of maritime (inland river) public security management regulations;

(5) Violation of maritime (Inland river) traffic safety regulations;

(6) The provincial people's government and its authorized departments, and the competent authorities at or above the provincial level notify interception, inspection and detention. Article 10 After entering the country and before completing the customs formalities, small outbound ships are not allowed to berth, load or unload goods, items, or embark or disembark midway without customs approval from the port of departure to the time of departure.

Due to force majeure, a small ship is forced to berth or dump, load and unload cargo and objects, and board and disembark people in a place where customs is not established. The person in charge of the small ship should immediately report to the nearby customs.

If a small ship is unable to berth at the customs supervision station to go through entry and exit procedures due to severe wind and waves, it can sail directly to the port of destination with permission from the customs supervision station.
