First, improve the quality of county employment.

The fourth is to support migrant workers in returning to their hometowns to start businesses.

The fifth is to improve the efficiency of labor transfer.

Intensify labor cooperation with the Yangtze River Delta, Beijing-Tianjin-Hebei region, Inner Mongolia, Xinjiang and other provinces and regions, and establish a number of examples of rural labor transfer employment. Improve the employment information docking mechanism between counties, strengthen the adjustment of labor shortages, and ensure the employment services of key enterprises.

The sixth is to strengthen the protection of labor rights and interests.

Guide and urge enterprises to employ workers in accordance with laws and regulations, and safeguard the labor rights and interests of workers in new employment forms such as small, medium and micro enterprises, new business economies, and platform economies. We will continue to deepen and promote the eradication of wage arrears, unblock online and offline rights protection channels, and quickly establish, resolve, and deal with illegal issues such as arrears of wages to migrant workers in accordance with laws and regulations. We will intensify the handling of labor disputes, speed up the resolution of labor disputes, and effectively protect the legitimate rights and interests of workers.

The seventh is to strengthen public employment services.

Intensify the construction of affordable housing and promptly include qualified migrant workers in cities into the scope of housing security. Accelerate the promotion of high-quality, balanced and integrated urban-rural development of compulsory education within the county, and ensure the supply of compulsory education degrees for the children of migrant workers. Promote the basic public service projects in all counties in the region to meet standards, further expand the scale of migrant workers' participation in basic pension, medical, unemployment, and work-related injury insurance for enterprise employees, promptly register unemployed migrant workers as unemployed, and promptly include them in the employment assistance ledger, and implement "one person One level, one policy" and enjoy "131" employment assistance.
