Because the fields are barren but unwilling to be cultivated, the factories are closed down but there is no one to rescue them, the whole country is waiting for the government.
For this reason, the government had to borrow money to survive, which further aggravated the foreign debt and misery of the entire country, leading to the current tragic ending. Therefore, although Chavez used welfare to get the people to support him, it was precisely this that destroyed the hard-working nature of the country, which is why Venezuela is so miserable now.
