legal basis: article 13 of the regulations on household registration of the people's Republic of China, when a citizen moves, he or she shall declare his or her migration registration with the household registration authority and hand in his or her migration certificate within three days in the city and ten days in the countryside from the time he or she arrives at the place where he or she moves.

citizens who do not have a migration certificate should report to the household registration office in the place where they moved in with the following documents:

1. Demobilized, transferred to other jobs and discharged soldiers should be issued with the documents issued by the county or municipal military service organs or military organs at or above the regimental level

2. Overseas Chinese and overseas students who have returned from abroad should be issued with the passports or entry certificates of the Chinese people's Republic of China

3. They should be detained by the people's courts, people's procuratorates or public security organs.
