The principles of recruitment and training pilot work are:

(1) Orderly recruitment. The pilot work of recruitment and training should be carried out under the unified coordination of the departments of organization, preparation, education, finance, human resources, social security and politics and law. Earnestly implement the preparation, study and formulate the enrollment plan, and carefully organize the registration, qualification examination, examination and employment, as well as students' learning, management and graduation orientation.

All relevant departments should adhere to the principles of openness, fairness and impartiality when formulating policies related to the pilot work of recruitment and training, and ensure that people who meet the registration conditions compete on an equal footing, which is conducive to supervision in all aspects.

It is necessary to improve relevant restrictive measures and strictly discipline orientation training, and units and individuals are not allowed to change orientation units without authorization.

Two, school level, educational system, professional setting and training mode

University education

Through the practical higher vocational education mode of politics and law, it is mainly aimed at grass-roots courts ("bilingual" posts), public security and judicial administrative organs below the county (city) level in the central and western regions and other economically underdeveloped areas, and cultivates applied talents of politics and law with high political quality and strong practical ability.

Starting with a junior college degree with a high school education or above, the academic system lasts for two years, including no less than half a year's internship in grass-roots political and legal organs. Issue junior college diplomas to students who meet the graduation requirements.

The major setting is determined by the Ministry of Education in consultation with the Supreme People's Court, the Ministry of Public Security, the Ministry of Justice and relevant institutions.

Undergraduate education

Through the undergraduate and second bachelor's degree education with college degree or above, it is mainly aimed at the political and legal organs below the county (city) level in the central and western regions and other economically underdeveloped areas, and cultivates applied and compound political and legal talents at the undergraduate level.

The education mode starting with undergraduate and second bachelor's degrees with a college degree or above has a schooling period of two years, in which the internship in grass-roots political and legal organs is not less than half a year. Students who have completed their required studies are awarded undergraduate diplomas and bachelor's degrees in accordance with relevant state regulations.

Specialty setting is determined by the Ministry of Education in consultation with the Supreme People's Court, the Supreme People's Procuratorate, Ministry of Public Security, Ministry of Justice and relevant institutions.

(3) Postgraduate education

Through the postgraduate education of master of law, it mainly trains postgraduate-level political and legal talents for political and legal organs in the central and western regions and other economically underdeveloped areas.

Take the postgraduate education and training mode of master of law degree, with bachelor degree or above in law as the starting point and a two-year academic system. On the basis of completing the requirements of the postgraduate training program of master of law degree, we will focus on strengthening the cultivation of knowledge application and vocational skills. During my stay at school, I will arrange one year of theoretical teaching and one year of practical teaching, among which I will practice in the practical department for half a year. In accordance with the relevant provisions of the state, those who pass the course examination and pass the thesis defense will be awarded a master's diploma and a master's degree in law.

Students from pilot classes with different educational levels in courts and procuratorates below the county (city) level in the central and western regions and other economically underdeveloped areas will take the national unified judicial examination and implement a separate qualification policy during their school years.

In the specialty and curriculum setting of the pilot class, it is necessary to highlight the teaching and training content of political and legal practice. In the training mode, based on the comprehensive quality training of political and legal business, with the education and training of professional quality, basic skills and professional ability as the core, the teaching mode of integrating teaching, learning, practice and warfare is explored.

Three, commissioned training pilot institutions, recruitment and training direction.

The bilingual pilot class of the court system is mainly recruited from local retired soldiers, fresh high school graduates or outstanding young people and village cadres with the same education. Other pilot classes with college education or above are recruited from retired soldiers and fresh college graduates; Among them, for the western minority autonomous regions and other minority autonomous regions that enjoy the policy of developing the western region, the pilot provinces (autonomous regions and municipalities) may, according to the local actual situation, take measures such as relaxing the qualification conditions for registration, increase the intensity of recruiting local students who are familiar with minority languages or recruiting retired soldiers who have served in the local area, and ensure that students can work in directional units with peace of mind after graduation. There should be no discriminatory restrictions when setting the qualifications for recruitment positions in all localities when fresh college graduates apply for pilot classes. Except for special posts stipulated by the competent department of civil servants at or above the provincial level, there are generally no professional restrictions when applying for the exam. For some "old, few, marginal and poor" areas with particularly difficult conditions in the central and western regions, the proportion of opening examinations can be appropriately relaxed, and the qualifications for posts can be reasonably set, so as to effectively solve the problems of "unable to recruit" and "unable to keep" political and legal posts at the grassroots level in these places.

(2) Basic conditions for recruitment: meeting the basic conditions for applying for civil servants; Meet the basic requirements for applying for the corresponding academic degree education examination stipulated by the Ministry of Education; Those who apply for the position of the people's police shall also meet the recruitment conditions of the people's police.

To apply for a master's degree in law, you must have a bachelor's degree or above in national education series. Applicants for the pilot class of junior college must have graduated from high school or above or have equivalent academic qualifications. Those who apply for bilingual pilot classes should also have the ability to use the corresponding national languages.

In addition to the above conditions, applicants should also meet other qualifications stipulated in the position.

Candidates who apply for a college are required to take a comprehensive cultural (history, geography, politics) exam; Candidates who apply for a college degree or above and a second bachelor's degree are required to take the civil law exam; Candidates applying for a master's degree in law are required to take the exams of Comprehensive Major I (Criminal Law and Civil Law) and Comprehensive Major II (Jurisprudence, China Constitutional Law and Chinese Legal History) (see Annex 2 for details). The examination scope is subject to the examination outline. The Examination Outline was formulated by the Central Organization Department, Ministry of Human Resources and Social Security and the Ministry of Education.

The test center is located in the capital cities of pilot provinces (autonomous regions and municipalities) and the capitals of autonomous regions and municipalities directly under the Central Government. The candidates for the interview are determined in a certain proportion among the candidates for the position according to the order of the written test scores from high to low. Candidates who apply for the post of Master of Laws shall be reported to the central civil servant department by the provincial civil servant department through the "recruitment network" according to the information standard before the end of June 65438+February. Candidates who pass the re-examination shall be publicized to the public by the provincial civil service department. If there are no qualified personnel, the position will be cancelled. Those who apply for other positions shall be determined by the provincial competent department of civil servants and publicized to the public. If there is no objection to the publicity, the provincial civil servant department will report it to the central civil servant department through the "recruitment network" according to the "Information Standard" before the end of 12. All relevant colleges and universities should strengthen the construction of teaching staff and select teachers with profound theoretical foundation and rich practical experience to undertake teaching tasks. At the same time, pay attention to hiring business backbones from the substantive departments to teach in the school. The education department, the competent department of politics and law and the competent department of civil servants should strengthen the tracking, management and supervision of the training quality of the students in the pilot class, and establish the corresponding elimination mechanism.

When the admitted personnel report to the relevant colleges and universities, they will sign an orientation training agreement with the provincial political and legal organs and orientation units in the provinces (autonomous regions and municipalities) where the training institutions and orientation units are located, and receive training. The registered permanent residence and files of the admitted personnel move into the admission school. Students in the pilot class should be managed in accordance with the Regulations on Student Management and strictly abide by the rules and regulations of colleges and universities.

Students in the pilot class are free of tuition and given living allowance during their school days. The payment and standard of living allowance shall be implemented in accordance with the provisions of document Caizong [2008] No.459 of the Ministry of Finance.

For qualified graduates, colleges and universities should dispatch them according to the original recruitment unit and transfer their files and accounts to relevant units. After the students report to the orientation unit, the recruiting unit shall go through the recruitment procedures for civil servants according to the prescribed authority and procedures. After graduating from the pilot class to work in a directional unit, the postgraduate level needs to serve for 5 years, the undergraduate level for 7 years, and the junior college level for 9 years to communicate. Those who are unqualified during their study in school or have not obtained the corresponding academic degree when they graduate, and those who do not meet the qualifications of the corresponding positions when they graduate, shall not be employed as civil servants. The state is not responsible for arranging jobs, and candidates choose their own jobs. At the same time, the education expenses and subsidies (including tuition fees, training fees and living allowances) enjoyed will be refunded in one lump sum. Fresh graduates who fail to work in targeted units due to breach of contract are not allowed to work in other party and government organs or institutions managed by referring to the Civil Service Law, and the situation will be recorded in the candidates' credit files. After the decision of breach of contract is announced, they will be refunded the education expenses and subsidies (including tuition fees, training fees and living allowances) in one lump sum, and pay 50% of the expenses as liquidated damages.

Among them, the funds of colleges and universities affiliated to the central ministries and commissions are directly allocated by the central finance according to the actual number of students entrusted to train; The funds of local colleges and universities are collected and trained by the central finance according to the plan issued by this plan, and then reach the provincial financial department of the province (autonomous region or municipality directly under the Central Government) where the targeted unit is located. The provincial finance department approves and issues the quota of funds, tuition fees and living allowance standards for each student in the same college, the same major and the same academic level in the same year. Among them, the funds of colleges and universities affiliated to provincial departments are directly added to the budget, and the funds of other colleges and universities reach the provincial political and legal departments, and then the provincial political and legal departments pay the entrusted training institutions.

The funds for training students, tuition fees and living allowances for the pilot classes of grassroots political and legal posts below the county level in the economically underdeveloped areas of eastern and central China shall be guaranteed by the central and provincial governments respectively. Among them, the central finance is responsible for ensuring the training funds of the pilot class students recruited by the institutions affiliated to the central ministries and commissions. The Ministry of Finance directly issues supplementary budget according to the annual average funding quota of each student with the same major and academic level; The tuition and living allowance for students enrolled by institutions affiliated to the central ministries and commissions, and the training, tuition and living allowance for students enrolled by local colleges and universities shall be guaranteed by the provincial finance in the eastern and central regions. Please ask the provincial financial departments in the eastern and central regions to further study and improve the relevant fund issuance and payment procedures in light of local conditions.

The central and provincial departments of political science and law shall, in accordance with the format of schedule 1 of this plan, provide the financial departments at the same level with the actual training entrusted by the students of this system in a timely manner. The recruitment expenses of the competent department of civil servants shall be guaranteed according to the current recruitment expenses of civil servants. The funds for the civil service examination shall be collected from the candidates by the competent departments of civil servants at the provincial level in accordance with the standards set by the price and financial departments within their respective jurisdictions. The education department recruits funds and collects registration fees from candidates according to the current regulations.

Nine, recruitment and training pilot work organization

The political and legal committees of the pilot provinces (autonomous regions and municipalities) shall report the list and contact information of the members of the leading group of the pilot work to the Central Political and Legal Committee before the registration begins. All aspects of the pilot work should be open, fair and just, and accept extensive supervision from all walks of life. The pilot reform of the recruitment and training system for political and legal police officers is a highly political and policy-oriented work, and all localities, departments and colleges should publicize it according to the unified caliber of the pilot work coordination group.

X. Preferential policies

Appropriate care shall be given to local candidates in ethnic minority areas and areas with particularly difficult conditions in accordance with relevant state policies.

For retired soldiers who have won personal third-class merit awards during their service, priority is given to registration and employment under the same conditions. Encourage retired soldiers with high academic qualifications to apply for pilot classes, and appropriately increase the proportion of retired soldiers recruited from college students.
