University education

Starting with a junior college degree with a high school education or above, the academic system lasts for two years, including no less than half a year's internship in grass-roots political and legal organs. Issue junior college diplomas to students who meet the graduation requirements.

The major setting is determined by the Ministry of Education in consultation with the Supreme People's Court, the Ministry of Public Security, the Ministry of Justice and relevant institutions.

Undergraduate education

Through the undergraduate and second bachelor's degree education with college degree or above, it is mainly aimed at the political and legal organs below the county (city) level in the central and western regions and other economically underdeveloped areas, and cultivates applied and compound political and legal talents at the undergraduate level.

The education mode starting with undergraduate and second bachelor's degrees with a college degree or above has a schooling period of two years, in which the internship in grass-roots political and legal organs is not less than half a year. Students who have completed their required studies are awarded undergraduate diplomas and bachelor's degrees in accordance with relevant state regulations.

Specialty setting is determined by the Ministry of Education in consultation with the Supreme People's Court, the Supreme People's Procuratorate, Ministry of Public Security, Ministry of Justice and relevant institutions.

(3) Postgraduate education

Through the postgraduate education of master of law, it mainly trains postgraduate-level political and legal talents for political and legal organs in the central and western regions and other economically underdeveloped areas.

Take the postgraduate education and training mode of master of law degree, with bachelor degree or above in law as the starting point and a two-year academic system. The education department, the competent department of politics and law and the competent department of civil servants should strengthen the tracking, management and supervision of the training quality of the students in the pilot class, and establish the corresponding elimination mechanism.

When the admitted personnel report to the relevant colleges and universities, they will sign an orientation training agreement with the provincial political and legal organs and orientation units in the provinces (autonomous regions and municipalities) where the training institutions and orientation units are located, and receive training. The registered permanent residence and files of the admitted personnel move into the admission school. Students in the pilot class should be managed in accordance with the Regulations on Student Management and strictly abide by the rules and regulations of colleges and universities.

Students in the pilot class are free of tuition and given living allowance during their school days. The payment and standard of living allowance shall be implemented in accordance with the provisions of document Caizong [2008] No.459 of the Ministry of Finance.

For qualified graduates, colleges and universities should dispatch them according to the original recruitment unit and transfer their files and accounts to relevant units. After the students report to the orientation unit, the recruiting unit shall go through the recruitment procedures for civil servants according to the prescribed authority and procedures. After graduating from the pilot class to work in a directional unit, the postgraduate level needs to serve for 5 years, the undergraduate level for 7 years, and the junior college level for 9 years to communicate. The provincial finance department approves and issues the quota of funds, tuition fees and living allowance standards for each student in the same college, the same major and the same academic level in the same year. Among them, the funds of colleges and universities affiliated to provincial departments are directly added to the budget, and the funds of other colleges and universities reach the provincial political and legal departments, and then the provincial political and legal departments pay the entrusted training institutions.

The funds for training students, tuition fees and living allowances for the pilot classes of grassroots political and legal posts below the county level in the economically underdeveloped areas of eastern and central China shall be guaranteed by the central and provincial governments respectively. Among them, the central finance is responsible for ensuring the training funds of the pilot class students recruited by the institutions affiliated to the central ministries and commissions. The Ministry of Finance directly issues supplementary budget according to the annual average funding quota of each student with the same major and academic level; The tuition and living allowance for students enrolled by institutions affiliated to the central ministries and commissions, and the training, tuition and living allowance for students enrolled by local colleges and universities shall be guaranteed by the provincial finance in the eastern and central regions.
