There are three ways to apply: to apply outside Canada, to apply inside Canada and to apply when landing in Canada.
Submitted outside Canada:

Other qualification requirements of PGWPP include:
1. Must be 18 years old or older.

You must complete and pass the study plan, and you need written confirmation, such as transcripts, to prove that you are qualified to obtain a degree, diploma or certificate.
4. Graduated from a public or private college.
