Sub-provincial cities are provincial cities with sub-provincial administrative structure in China, which were officially implemented on February 25th. 1994. Its predecessor was a city with separate plans, and the main leading cadres of the party and government organs were provincial and ministerial deputies.
The main leaders of the Party committees and government organs in sub-provincial cities, namely, Secretary the Central Committee of the Communist Party of China, Director of the Standing Committee of the Municipal People's Congress, Mayor and Chairman of the CPPCC National Committee, are included in the list of cadres managed by the Central Committee of the Communist Party of China, and their appointment and removal shall be reported to the Central Committee for approval by the provincial party committee. However, in terms of administrative divisions, sub-provincial cities still belong to provincial cities and are under the jurisdiction of their provincial administrative regions.
National sub-provincial cities 15: Guangzhou, Wuhan, Harbin, Shenyang, Chengdu, Nanjing, Xi 'an, Changchun, Jinan, Hangzhou, Dalian, Qingdao, Shenzhen, Xiamen and Ningbo. Among them, Shenzhen, Dalian, Qingdao, Xiamen and Ningbo are cities under separate state planning, and others are provincial capitals.
