Planning Office (Schistosomiasis Control Office)

1, responsible for organizing research and drafting the long-term development plan for comprehensive management of Dongting Lake area; Organize the preparation of professional plans for flood control, waterlogging control, irrigation, water supply, water conservancy, schistosomiasis control, beach shoreline utilization and water resources protection and utilization in Dongting Lake area;

To undertake the overall planning of leveling embankments and flooding, returning farmland to the lake and building towns by immigrants in Dongting Lake area. And participate in the supervision and implementation.

2, responsible for organizing the bureau to undertake the preliminary work of Dongting Lake governance project, responsible for the design unit selection, design contract management, and the preparation and approval of project proposal, feasibility study and preliminary design;

Guide and assist local legal persons to undertake the preliminary work of the project.

3, responsible for the preparation and declaration of the annual investment proposal plan, responsible for the daily management, comprehensive statistics, adjustment and declaration, inspection and supervision of the annual investment plan.

4, with the Bureau to undertake the construction and acceptance of Dongting Lake regulation project. 2. Put forward the suggestion of establishing a legal person for key water conservancy projects in Dongting Lake area, and organize this bureau as a legal person for project construction and implementation.

3, responsible for Dongting Lake water conservancy project construction drawing review and bidding design review.

4. Guide the operation and management of pumping stations and sluices in Dongting Lake area, and provide regular management of pumping stations and sluices in Dongting Lake area.

5. According to the division of responsibilities of the part-time deputy director of the Flood Control Office, be responsible for the technical guidance of flood control and emergency rescue in Dongting Lake area, participate in the preparation of flood control dispatching scheme and flood control consultation in Dongting Lake area, participate in the preparation of normal operation dispatching and flood storage and detention area application measures and application scheme, flood storage and detention area public safety transfer scheme and emergency rescue measures (originally organized by the planning department).

1. Study and put forward the draft water conservancy management policies and regulations in Dongting Lake area, and supervise the implementation after approval.

2. According to authorization, coordinate the utilization and protection of Dongting Lake with other administrative departments;

3. Formulate measures for the management of water conservancy projects, utilization and protection of water resources in Dongting Lake area, and supervise the implementation;

4, responsible for guiding the management and reform of grass-roots water pipe units in Dongting Lake area.

5, the preparation of the annual plan for river cleaning, and supervise the implementation;

6, undertake the examination and approval of construction projects within the scope of provincial rivers;

7. Supervise the collection and management of water conservancy fees.
