The approved budgetary estimate of Baoliang Reservoir in Delhi has a total investment of 39.521.9 million yuan. Dashimen Hydropower Station (to be built) is located in the upper reaches of the main stream of Xilamulun River formed by the confluence of Shalimu River and Saring River in Hexigten Banner, and is 13km downstream of the confluence of the two estuaries. It is the leading power station with the strongest regulation capacity, the largest installed capacity and the largest power generation in the cascade development of Xilamulun River. Hairisu Water Control Project (Hailasu Water Control Project) is located in Hailasu Town, Wengqi, downstream of Xilamulun River. With the Hailasu Water Control Project, the irrigation area of Xingfu River in the lower reaches of Xilamulun River has also been restored. The average annual runoff of Xilamulun River is 932 million cubic meters, and the annual water supply of Hailasu Water Control Project is more than 487 million cubic meters, accounting for more than half of the average flow of Xilamulun River. Due to the large water diversion of Hailasu Water Control Project, the irrigation system named "Happy River" has a total land area of 3.86 million mu, and the self-flow irrigation area is11800,000 mu.
