The urban renewal project of Luohu Reservoir New Village is located in the east of Cuizhu Park in Luohu District, east of Donghu Park and Shenzhen-Hong Kong Reservoir, south of Ai Guo Road and opposite to Hubin New Village, and west of Datouling Mountain. The overall planning of the city where the people's governments of provinces and autonomous regions are located and the city determined by the State Council shall be submitted to the State Council for examination and approval after being audited by the people's governments of provinces and autonomous regions. The overall planning of other cities shall be submitted by the people's government of the city to the people's government of the province or autonomous region for examination and approval.

Fifteenth county people's government organizations to prepare the overall planning of the town where the county people's government is located, and report it to the people's government at the next higher level for approval. The overall planning of other towns shall be organized by the town people's government and submitted to the people's government at the next higher level for examination and approval.
