The idea of building the Three Gorges Project was first put forward. During the period of 1932, the hydropower survey team sent by the National Government Construction Committee conducted a survey and investigation in the Three Gorges for about two months, compiled the Hydropower Survey Report on the Upper Reaches of the Yangtze River, and worked out two low dam schemes, Gezhouba and Huanglingmiao. This is the first survey and design work of hydropower resources development in the Three Gorges of China.
