The course and experience of Jiao's administration of Lankao.

Jiao (1922~ 1964) was born in a poor peasant family in Beigushan Village, Boshan Town, Shandong Province. Because his family was poor, he only studied for a few years when he was a child. During the Japanese and Puppet rule, the arrested laborers were escorted to Fushun Coal Mine as coolies. /kloc-in the autumn of 0/943, I worked as a long-term worker for the landlord. 1946 1 joined the China * * * production party and joined the army in Henan in March of the same year. He has served as deputy magistrate, district head, deputy secretary of the district Committee, deputy secretary of the Communist Youth League Committee, propaganda minister and deputy secretary of the Communist Youth League Committee. 1June, 953, served as workshop director and section chief of Luoyang Mining Machinery Factory; 1June, 962, served as secretary of the county party Committee of Weishi County; 1February, 962, served as the second secretary and secretary of lankao county Municipal Committee.

When Jiao arrived in Lankao, lankao county was suffering from waterlogging, sandstorm and salt damage. In order to change the face of Lankao, he deployed 20 cadres, old farmers and technicians to form a trinity "three evils" investigation team, and launched a large-scale investigation and research work in the county to chase floods, check vents and explore quicksand. He led everyone to travel 5,000 miles, found out 84 large and small vents in the county, numbered and drew pictures one by one, and accumulated first-hand information for disaster prevention and relief.

He stressed that his busy work could not be separated from hospitalization. The doctor prescribed a prescription, but he refused to buy it because it was too expensive. He continued to work in the countryside, and he couldn't ride a bike because of his liver pain, so he pushed it. While lying in the hospital bed, he was still thinking about how to write an article that changed the face of Lankao. At the last breath of his life, he was still wondering whether the dunes in Zhangzhuang were closed, whether the crops were flooded, how the wheat grew on the saline-alkali land in Qincun, and how many paulownia trees were planted in Laohanling. ...

1On May 4th, 964, Jiao died of acute recurrence of liver cancer at the age of 42. 1 966 February1,Henan Provincial People's Government awarded him the title of revolutionary martyr.
