Can I immigrate to Taiwan Province Province by donating RMB 5 million to charities in Taiwan Province Province?

The conditions for investment immigrants in Taiwan Province Province are as follows:

Foreigners who apply for investment and immigration in China may be granted permanent residency by the entry-exit administration department and the entry-exit country under any of the following circumstances:

1. A profit-making enterprise that has invested more than NT$ 15 million and created employment opportunities for more than five nationals for three consecutive years.

2. The investment amount is more than NT$ 30 million, and it has been in the investment immigration fund designated by the entry-exit country and immigration department in conjunction with the competent authority of the target enterprise for five years.

Donation does not meet the requirements of immigration, 5 million RMB is not acceptable unless you can meet the requirements of the first condition.
