I. Basic information

Second, the work progress

(a) to strengthen the organization and leadership of special work. Establish three working mechanisms at the same time. First, the work scheduling mechanism, led by the district committee in charge of the county cadres, holds a work scheduling meeting every two weeks. The Standing Committee of the District Committee listens to a report on the implementation of the work once a month; The second is to invest in the guarantee mechanism, led by the District Finance Bureau, and arrange special financial funds of X million yuan for the improvement of rural living environment and the construction of beautiful countryside according to the annual tasks; The third is the supervision and assessment mechanism, which is led by the district assessment office to incorporate the improvement of rural human settlements into the annual target performance assessment of the relevant departments of townships and districts by the district government to ensure the effective implementation of all work.

(B) the rural "three revolutions" work

1. Promote the rural toilet revolution in an orderly manner. This year, there were 253 latrines in rural areas in the whole region, including X latrines in combination with the construction of central villages in beautiful countryside and X latrines in natural villages (tasks assigned by provinces and cities). On the basis of fully investigating the use of toilet improvement by farmers in 20 18 and the public's acceptance, this year, our district will continue to refer to the toilet improvement model in 20 18, that is, adopt the assembled integrated three-room septic tank model, and hire urban and rural planning and design institutes to organize the construction design of toilet improvement projects, formulate technical standards, and simultaneously conduct bidding and procurement of toilets. Decompose the specific tasks of toilet improvement into towns and villages, clarify the implementation director, responsible person and completion time schedule, and strengthen the tracking and scheduling of work implementation. Up to now, all the work is progressing smoothly, and it is planned to be fully completed by the end of August.

2. Solidly carry out rural garbage management. First, steadily promote the integration of urban and rural sanitation, and establish a market-oriented mechanism for rural garbage cleaning, collection and disposal. Changfeng Township and Xinzhou Township signed an agreement with Anqing Jinghuan Company on 20 18, which is managed by Jinghuan Company. From June to May, 3,238 tons of rural garbage were treated. The second is to strengthen the daily cleaning in the village and strengthen the provision of cleaning staff. Two towns and villages in the whole region are equipped with X cleaning staff, all equipped with cleaning equipment, and strive to realize daily cleaning of domestic garbage. The third is to explore the pilot project of rural domestic waste classification, carry out the pilot project of waste classification in Changfeng Township, establish three waste classification stations, vigorously carry out the publicity and guidance of waste classification, and guide farmers to consciously form the habit of waste classification.

3. Steadily promote rural sewage treatment. First, speed up the construction of sewage treatment facilities, invest X million yuan, complete the upgrading of the resident sewage treatment facilities of Xinzhou Township Government, and ensure that the effluent quality of sewage reaches the standard. Combined with the construction of beautiful countryside, Changfeng Xinyi Village will build 1 sewage treatment station this year. Second, do a good job in the transportation and management of sewage treatment stations. At present, the sewage treatment facilities in the central village of beautiful countryside in the whole region have achieved full coverage, and all towns and villages are required to strengthen management and capital investment to ensure the normal operation of sewage treatment facilities. The third is to strengthen the remediation of black and odorous water bodies in rural areas, incorporate the remediation of rural water environment into the daily management of district river length system and lake length system, and at the same time increase the investigation and remediation of black and odorous water bodies. Last year, the renovation of two black and odorous water bodies, the lower drainage ditch in Lianxing Village and the main river ditch in Hexing Village, passed the acceptance of the Ministry of Environmental Protection and the Ministry of Housing and Urban-Rural Development.

(C) "Three major actions" work

1. Focus on the "five clean-ups and one reform" village cleaning action. Conscientiously implement the spirit of the "Action Plan for Cleaning Rural Human Settlements in Anhui Province" issued by the Agricultural Office of the Provincial Party Committee and the Department of Agriculture and Rural Affairs 18, clarify that the main responsible comrades in the districts and townships are "frontline commanders", take the village as a unit, guide farmers to participate, adjust measures to local conditions, promote by classification, and focus on the "five clean-ups and one reform" village cleaning action. 2. Vigorously promote the recycling of livestock manure. In combination with the work of "15 15" in the beautiful Yangtze River (Anqing) Economic Belt and the improvement of environmental problems in the finless porpoise nature reserve, the district government has set up a special action leading group for the utilization of livestock manure, which is dispatched and promoted by the deputy head of the district every month. Livestock and poultry farms (specialized households) above designated size in the whole region 1 1, and 6 were closed last year; Five enterprises completed the rectification and reached the standard, and the matching rate of facilities and equipment for manure treatment reached 100%, and the comprehensive utilization rate of manure reached over 85%. On May 29th, the district committee held a "monthly dispatch meeting" of the pollution prevention and control headquarters in xx District, and made it clear that the livestock and poultry breeding and farmers in the mudflat within the river embankment line 1 km in our district should be shut down according to law.

3. Continue to promote village planning and construction. First, promote the implementation of village planning, and complete the rural construction planning of the whole region before the end of the year in accordance with the unified deployment requirements of the whole city. Second, speed up the construction of beautiful countryside Central Village. According to the layout planning of beautiful countryside central village in Anqing, our district plans to build 10 central villages. At present, eight central villages have been built and two are under construction, namely, Xinzhou Kangning Pioneer Central Village and Changfeng Xinyi Central Village. This year, the whole region plans to invest X million yuan to implement the 12 construction project. At present, the central village construction project is under tender. The third is to speed up the transformation and upgrading of village appearance, fully implement the "forest length system", promote the PPP project of ecological corridor and forest landscape upgrading in xx District, build the green landscape promenade along the Yangtze River in Changfeng and Xinzhou, and build economic forest 1.852 mu, green landscape X mu and highway landscape forest 1.8 km, with a total investment of about X billion yuan. At present, the project is under tender.

Fourth, the next step

(1) further compaction responsibility. We will improve the working mechanism of the "top leaders" of the party and government, strive to form a work pattern of grasping the first level and compacting it at different levels, give the greatest support in terms of people, finance and materials, coordinate all relevant departments directly under the district, and perform their duties according to the division of responsibilities. In particular, urge the secretary of the township party Committee and the secretary of the village to get started personally, grasp village leaders, mobilize farmers, and organize implementation.

(2) Further refine the task. Resolutely implement the "four clean-ups and one single measure" proposed by the district Committee, that is, the list of problems, the list of tasks, the list of responsibilities, the list of standards and accountability measures, and earnestly improve the rural living environment. Adhere to the problem orientation, study and analyze the reasons for the problems exposed in the "three major revolutions and three major actions" in rural areas in the early stage, and make rectification within a time limit, so as to be targeted.

(3) Further strengthen supervision and evaluation. We will improve the work promotion mechanism of "biweekly scheduling, monthly assessment, and clear rewards and punishments", and incorporate the improvement of rural living environment into the annual performance appraisal of target management and into the monthly enlarged meeting of the Standing Committee of the District Party Committee.

(4) further do a good job in mass mobilization. Intensify the propaganda and guidance work, fully mobilize the enthusiasm and initiative of the masses to participate, adopt a way that the masses like, and vigorously carry out propaganda to improve the rural living environment, let farmers participate, respect their wishes and satisfy them. Mobilize, organize and serve the masses throughout the whole process of improving the living environment, and make long-term and sustained efforts.

Since the launch of the "Four Governance and Six Modernization" rural environment centralized remediation action, XXX has been based on reality, closely focused on the overall goal of centralized remediation, carefully controlled remediation requirements, refined remediation content, defined remediation scope, strictly standardized standards, followed up supervision and evaluation, and followed practical steps. The broad masses of cadres and people in the town have firmly established the idea of "playing a game of chess", forming a good atmosphere in which leaders take the lead, cadres are stationed in villages, everyone participates, and villages strive to concentrate on rectifying the urban and rural environment.

(A) to strengthen organizational leadership, improve ideological understanding

After the mobilization meeting was held in the county, we acted quickly, immediately convened a joint meeting of the party and government groups, set up a leading group, studied and formulated an implementation plan, held a mobilization meeting for centralized improvement of the rural environment in the whole town, refined specific work measures, carefully investigated the bottom, decomposed work tasks, formulated improvement standards, made clear the key points of improvement, strictly grasped the time nodes, and paid close attention to implementation. The cadres of the whole town are required to attach great importance to their ideological understanding, face the truth in action, and make every effort to carry out centralized rectification of urban and rural environment. The second is to conduct pressure and rely on real job responsibilities. Held several meetings to promote the rectification of cadres of the "two committees", report the progress, further unify their thinking, raise awareness and strengthen rectification measures. Six village cadres with slow movement and no obvious remediation effect were interviewed for three times to strengthen pressure transmission. The "binding" system is vertical to the end and horizontal to the edge. The members of the team, government officials and village cadres have their own responsibilities, and the village, road sections, standards and time limits are determined, and the responsibilities are refined and decomposed at different levels. All township cadres went deep into the front line and took the lead in rectification. They didn't wait to rely on, didn't shirk, worked hard and worked hard, forming a national mobilization and joint management situation, which effectively ensured the smooth progress of the rural environmental sanitation rectification action in the town.

(2) Strengthen publicity and create a strong atmosphere.

First, more than 10000 copies of environmental sanitation proposal were distributed, more than 40 banners were made, and permanent slogans 150 were written, and 5- 10 banners were hung in each village, and environmental remediation leaflets 1 copies were distributed to every household, and notices of prohibition were issued to business households randomly built along main roads/kloc. Make full use of TV, radio, WeChat and other platforms, publicize and report the dynamic situation of environmental sanitation remediation in multiple channels, at multiple levels and in all directions, and carry out centralized publicity through propaganda vehicles to create a strong atmosphere for environmental remediation; Second, by wearing party emblem, highlight their identity, set an example, and publicize with practical actions. The town party Committee and government combined this action with the "three questions and four comparisons" discussion competition, "five cities creating together" and tackling poverty. They organized more than 40 cadres in party member, divided them into three commandos during Saturday and Sunday breaks, went deep into six key villages to participate in the rectification work with cadres and the masses, cleaned up more than 500 "five piles"/kloc-0, and transferred 20 old garbage. The third is to make XXX "Four Governance and Six Modernization" publicity documentary on urban and rural environmental improvement, publicize the good models and experiences of each village, expose the poor villages, and organize all township cadres to watch it, so as to achieve the goal of continuous improvement of good villages and poor villages; The fourth is to increase the exposure of "messy" phenomena and bad behaviors such as illegal land occupation and littering, educate and guide the masses to enhance their awareness of civilization and environmental protection, and create a working atmosphere for centralized rectification of rural environment with interaction between towns and villages, linkage from top to bottom, and cadres and the masses working together.

(3) Highlight key points and make comprehensive rectification.

With the goal of "renovating three main roads, upgrading one street and creating ten demonstration villages", first, adhere to the focus of "dirty" governance. Clean up domestic garbage, construction garbage and informal garbage dumps, thoroughly clean up the "five piles" in streets and lanes, implement the garbage disposal mode of "household classification-village collection-village removal-village treatment", build a number of garbage landfills, and implement fixed-point collection, fixed-point dumping, fixed-point removal and centralized treatment. Up to now, a total of 20,000 cadres and masses have been mobilized10.2 million, including 3,080 cadres in party member, 310.9 million cubic meters of old garbage have been transferred, and 2310.0 million "five piles" in streets and lanes have been rectified. The second is to insist on focusing on "chaos". Focusing on "five evils and one beauty", we organized a 40-member law enforcement brigade, including the Town Urban Construction Office, the Safety Supervision Office, the police station, the Food and Drug Administration and the National Land Institute, to jointly enforce the law in all areas involving illegal construction, completely dismantle 96 illegal construction sites, and standardize the management of 82 shops along the town. Standardize and rectify 76 fruit purchase markets in the town. The third is to persist in focusing on the treatment of "breaking". Rural dilapidated buildings, abandoned courtyards, rural dilapidated buildings, main streets, public places, pavement walls, etc. were comprehensively repaired and cleaned. A total of 64 buildings were demolished and repaired, and 46 road walls were repaired. Strengthen the restoration and protection of ancient villages and historical buildings. The walls of 20 villages in the town were painted 48,000 square meters, and the cultural decorations of key demonstration villages were more than 2,000 square meters, including 450 square meters in Qinjiazhuang and Nanyang City, 82 in Nanxinzhuang and ma jia zhuang cun, and the fixed slogan 15 was painted, which created a good environment for the town. The fourth is to persist in focusing on "pollution". Focus on rectifying the problem of cross-flow of rural sewage, increase the construction of drainage facilities in villages, and transform the main street drains and 6 village ponds in 3 villages. The fifth is to persist in focusing on "poverty". Solve the problems of poor infrastructure construction and poor public services, and strive for project funds. 20 villages in the town completed infrastructure construction projects 4 1 (involving road hardening, wall beautification, drainage ditch repair, etc. ). Sixth, adhere to the "green" as the focus. The village greening work was planned in advance, and trees were planted on Tongcun Road, ditch side, river side, village head lane side, in front of the house and behind the field road. Three small gardens were built, eight garden village were upgraded and renovated, and 3.2km passages were afforested. Seventh, continue to carry out winter operations focusing on garbage and firewood piles. The new cadres of the two committees in 20 villages in this town led the people of party member to set off a new round of rectification climax. At the same time, combined with environmental protection work, the leading mechanism of main road sections, village cadres and main streets, and party member to households will be implemented. More than 500 cadres 1.500 in party member were mobilized, more than 80 machines were used, and more than 200 garbage and firewood piles 1.200 were cleared, which effectively consolidated the previous rectification achievements. Eighth, adhere to the long-term mechanism operation as the focus. On the basis of comprehensive improvement, 20 villages in this town have formulated a feasible long-term operation mechanism of environmental sanitation in combination with their own reality, so as to consolidate the improvement results. At the same time, each village has set up a leading organization to take charge of this work, and improved the management system of cleaning staff, garbage removal system, environmental sanitation supervisor system and reward and punishment system, which really achieved early, diligent and effective. Guide peach growers to pile up reasonably and at fixed points.

(d) Strengthen supervision and take follow-up actions from time to time.

The town party committee and government further strengthened the supervision and inspection of centralized environmental remediation actions in urban and rural areas, and all Baocun cadres went to the countryside to supervise and support the environmental remediation work in Baocun. The town action leading group continuously supervised the progress of environmental remediation work in 20 villages in the town, established a supervision ledger, tracked the rectification of problems, conducted interviews and supervision step by step for cadres who were slow in remediation and failed to promote their work, and held informed criticism accountable. And this work will be included in the annual assessment, which is directly linked to rural environmental sanitation funds and main performance pay.

Second, the next step plan

At present, although our rectification work has achieved certain results, it is still far from the requirements of superiors and the expectations of the people. Mainly: First, the long-term mechanism of village environmental sanitation is not perfect enough, and the role of the system is not obvious; Second, the collective economy of each village is weak, the infrastructure construction is relatively backward, and the supporting funds for environmental sanitation improvement are in serious shortage; Third, the planning of village garbage dump is unreasonable; Fourth, the firewood piles along the main road are not standardized.

In 20 18, our town will continue to deepen the rural environmental sanitation improvement work, highlight key points and overcome difficulties. In accordance with the requirements of the Municipal Party Committee of "taking the lead in reform, standing in the forefront of development and creating first-class", and closely surrounding the strategic goal of "four bases and one famous city" of the county party committee and government, we will strive to build a model beautiful countryside with prosperous industry, livable ecology, civilized rural customs, effective governance and affluent life.

First, continue to strengthen education, publicity and guidance, and strive to improve the quality of farmers. It is necessary to extensively carry out activities to create civilized villages and civilized families in the form that the masses like, vigorously promote the construction of rural civilization, continuously improve farmers' cultural literacy and quality of life, guide farmers to change their outdated lifestyles and habits, ensure that farmers not only participate in activities with their hearts, but also enjoy the fruits of labor, and further create a strong atmosphere of participation by the whole people.

Second, continue to improve the long-term mechanism of rural environmental sanitation improvement. It is necessary to adhere to the combination of centralized remediation and the establishment of a long-term mechanism, improve various remediation plans, and improve village rules and regulations. It is necessary to further refine the tasks, clarify the reward and punishment measures, and implement the established mechanisms such as sanitary cleaning, garbage removal, all-day cleaning, and three guarantees in front of the door. We must not let the system become a decoration.

The third is to continue to strengthen work measures and achieve four combinations. Continue to combine with the construction of beautiful countryside, and implement it step by step according to the goals of industrial prosperity, ecological livability, rural civilization, effective governance and affluent life; Combined with poverty alleviation, aiming at the "four good" put forward by Liu Shuji, the municipal party Committee, we will jointly help the units to pair up and improve the family environment of poor households; Combined with the creation of rural healthy families, with the "three guarantees and six cleanness" inside and outside the hospital as the starting point, the Youth League Committee, the Women's Federation, the family planning department and other departments signed the "three guarantees and six cleanness" responsibility letter, so that healthy families can create full coverage; Combined with the township river length system, the eight yanhe village river lengths in the whole town should intensify river inspections, solve the phenomenon of littering, river garbage and enterprises along the river, standardize river management, and constantly push the whole town to a new level.

Fourth, continue to strengthen supervision and accountability and consolidate the results. The town party committee and government further strengthened the supervision and inspection of this work. It is necessary to increase the number of inspections and expand the coverage of inspections. Typical publicity should be given to those who have made outstanding achievements, and public exposure should be given to those who have made poor progress, so that the advanced can shine and the backward can be ashamed. At the same time, it is necessary to closely link the inspection results and work results with the allocation of special funds and the assessment of cadres, and evaluate this work at the end of the year.
