According to the Opinions, the target of civilian recruitment is graduates of ordinary colleges and universities or social floating talents whose files are stored in talent intermediary service institutions. Applicants should have full-time undergraduate degree or above in ordinary colleges and universities. However, the academic requirements for employment in nursing, art and sports majors can be relaxed to junior college. Among them, special needs can be relaxed to secondary school education, but it should be reported to the political organ at the next higher level of the unit with the power of examination and approval, and then the recruitment procedures should be handled according to the prescribed procedures.

The "Opinions" also stipulates that applicants should have corresponding qualifications for positions where the state implements the qualification system. Applicants for professional and technical positions shall be selected according to the job requirements and conditions. Under the same conditions, personnel with corresponding professional and technical qualifications can be given priority.
